SUMMARY The Office of Regional Peace and Security in the Department of State's Bureau of African Affairs (AF/RPS) requires a contractor to assist in coordinating efforts with the acquisition management office on contractual issues. AF/RPS advances US foreign policy goals in sub-Saharan Africa by developing and implementing peace and security policies and programs to create a more secure, stable, and prosperous Africa. ESSENTIAL DUTIES AND RESPONSIBILITIES Working knowledge of the Foreign Affairs Manual (FAM) and Federal Acquisition Regulation (FAR) and the ability to interpret / implement their regulations. Assist Contract / Program / Management personnel in the development of SOW's, PWS's, IGCE's, MOD's, Justification Memo's along with a vast array of AQM requirements. Assist AF and PM in coordinating efforts with the acquisition management office on contractual issues. Assist, as a non-voting member, the Program Office in the preparation with Technical Evaluation Panels and provide technical knowledge of the TET / TEP process. Assist in the preparation, administration, and maintenance of comprehensive SOWs, PWSs, IGCEs, WBSs, QASPs, and other required lifecycle contract and grant documents for pre-award, award, post-award, and closeout. Support AF/RPS knowledge management efforts to provide a comprehensive understanding of US security assistance to African partners, to include the AF/RPS-managed Portal. Support the AF/RPS Contract Acquisition Training Policy by facilitating lessons learned discussion; documenting areas for continued improvement by the RPS team to adhere to the FAM, FAR, and other acquisition policies and procedures for the Federal Government; and arranging and/or delivering training sessions on those documented areas. EDUCATION AND/OR EXPERIENCE Master's Degree or equivalent and three (3) years of relevant professional experience OR Bachelor's Degree or equivalent and five (5) years of relevant professional experience At least five (5) years of experience as a contract analyst supporting programs At least five (5) years of experience in multi-tasking complex projects, requiring interpersonal and customer service, writing, analytic, problem-solving and computer skills At least five (5) years working Complex Acquisition Procurement Awards where the individual contract/task order total sums to at least $20M over that period At least five (5) years of experience with price analysis techniques FAC - C Level 2 or other US government agency equivalent certification KNOWLEDGE, SKILLS AND ABILITIES Requires SECRET Security Clearance Knowledge of current federal contract policies and regulatory agencies Demonstrated fluency of English speaking and writing Must be able to pass drug test and background check. WORK ENVIRONMENT Pursuant to US Presidential Executive Order 14042, Cherokee Federal is now requiring that all employees be fully vaccinated for COVID-19 by December 8th and going forward. TEMPORARY NOTE : On Tuesday, Dec. 7, a federal judge issued an injunction blocking President Joe Biden's COVID-19 vaccine mandate for federal contractors (EO 14042). Cherokee Federal is monitoring the court case and awaiting a final ruling. As a result of the injunction, Cherokee Federal is halting the enforcement of the mandate, however, if the injunction is lifted and the mandate remains, Cherokee Federal must reenact its vaccine requirement.
