Duties Serves as the senior subject matter expert, principal technical advisor, and counsel to the INR's CIO by providing strategic leadership vision, direction and coordination in support of INR Information Security Program activities as required. Serves as principal Bureau liaison to the Department and the IC on all issues related to information security. Serves as lead advisor in network and systems design to ensure implementation of appropriate systems security policies, advises on developing system security contingency plans and disaster recovery procedures. Develops information security policies within the Bureau that advance secure IT solutions and services. Coordinate implementation of INR's IT Risk Management Framework, Assessment and Authorization, and associated enterprise-wide continuous monitoring processes, procedures and programs to reduce the risk of vulnerabilities and weaknesses.Help Requirements Conditions of Employment US Citizenship is required. AND Have at least 1 full year of specialized experience equivalent to the GS-14 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience serving as senior expert and consultant to top Department and Bureau management officials to define issues and problems and to advise top information management executives concerning developments of integrating IT programs and solving the most complex technical problems Experience in applying information security principles, concepts, methods, standards and practices in order to provide strategic direction and leadership in the development and management of IT operating systems, applications, networks, and related equipment Experience with regulatory requirements and legislation including the Clinger- Cohen Act, FISMA, GPRA, Intelligence Community Directives and Standards, 0MB Circular A-130, 0MB Circular A-11, etc., impacting Bureau IT network operations, objectives, and goalsNOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-15 position.
