Dewberry is currently seeking an experienced Subcontracts Administrator to work at our corporate headquarters located in Fairfax, VA

Responsibilities

  • Maintain a working knowledge of Federal Acquisition Regulations (FAR) and standard commercial procurement practices.
  • Review purchase requisitions for clarity, compliance, detail, completeness, and obtain additional required information; assist requestors in filling out/creating the subcontract required documentation.
  • Prepare and maintain complete Purchase Order and Subcontract files in accordance with FAR policies, Dewberry corporate procurement guidance, and other applicable references to ensure compliance throughout the procurement cycle.
  • Assist with providing training to Dewberry staff on Procurement related topics.
  • Answer questions regarding Dewberry procurement policy and negotiate agreement redlines.
  • Actively manage the procurement process from order placement through receipt of services, subsequent payment of invoices, and closeout.
  • Participate in the invoice approval process to ensure that supplier invoices are in accordance with purchase order terms and conditions and resolve issues as necessary.
  • Participate in proposal process by coordinating actions between Dewberry stakeholders and suppliers.
  • Prepare and submit small business and other reporting as required.
  • Plan, organize, prioritize and perform multiple tasks to perform job functions in an orderly, efficient manner.
  • Work professionally in a team environment and independently as necessary.
  • Provide support and/or requests for support and/or requests for information to co-workers, suppliers and auditors.
  • Prepare and disseminate information to appropriate employees regarding subcontract status, compliance, modification, deviation and termination.
  • Assist in expediting invoices between subcontractors and Accounts Payable.
  • Attend training as necessary to keep current on regulation changes, industry updates, etc.
  • Other duties as assigned.


Required Skills & Required Experience

  • Bachelor degree in Business, Law, Finance, or related field or equivalent experience.
  • 3 to 5 years of progressive experience in subcontract management.
  • Thorough knowledge of and experience working with the FAR, DFARS, and the government acquisition process.
  • Previous experience with the full range of subcontract types, from FFP and T&M to Cost Plus, and from simple to complex.
  • Strong negotiation and pricing skills
  • Excellent communication skills (written, oral, presentation)
  • Frequent use and general knowledge of industry practices, techniques, and standards
  • Thorough knowledge of and ability to effectively use MS Office (Access, Word, Excel, Outlook, and PowerPoint)

Qualifications (Desired):
  • Experience with enterprise wide ERP systems
  • Experience with small business subcontracting plans
  • Experience submitting eSRS and FFATA reporting
  • Experience supporting a Contractor Purchasing System Review (CPSR)
