As a Program Analyst your duties will include but are not limited to the following:
  • Develops and coordinates remedies/initiatives to improve workforce diversity in the Fish and Wildlife Service (FWS or Service), involving novel and highly complex and significant issues that are likely to result in major precedent setting changes to the way the Service conducts business in reaching diversity goals and objectives, and removing barriers to equal employment opportunity. Leads initiatives to develop and recommend improvements in Service-wide policies, programs, standards, guidelines, regulations and procedures for affirmative employment programs.
  • Designs and conducts research and analysis on controversial issues and complex studies. Conducts diversity-related analysis, developing corrective strategies, best practices, and educational programs pursuant to that analysis.
  • Using workforce demographics data, conducts trend analysis and identifies current workforce gaps and future workforce needs from Service, regional, occupational and other perspectives; identifies barriers to full employment of persons from all backgrounds; and recommends solutions to eliminate the barriers. Applies qualitative and quantitative analytical approaches and best business practices/techniques to develop statistical reports. Advises senior management on solutions to complex and varied problems or concerns, particularly in broad areas of program management and administration.
  • Leads the development of tools and training to address systematic barriers or knowledge gaps related to EEO, Diversity, or Affirmative Employment.
  • Designs and manages service-wide EEO and Diversity training requirements for employees and supervisors to educate, increase awareness, and promote inclusive work environments.

Minimum Qualification [GS-13]
  • One year of specialized experience comparable in scope and responsibility equivalent to at least the GS-12 grade-level in the Federal service. Experience may include: Developing and coordinating remedies/initiatives to improve workforce diversity; Designing and conducting research and analysis on controversial issues and complex studies; Using workforce demographics data, conducts trend analysis and identifies current workforce gaps and future workforce needs; Using statistical techniques, prepares cross tabulations/frequency listings of selected variables to assess the validity of workforce related data; Leading the development of tools and training to address systematic barriers or knowledge gaps related to EEO, Diversity, or Affirmative Employment; Developing operating guidelines and procedures for EEO, Civil Rights, and Diversity training.
  • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
