Incumbent is a team leader that analyzes communications network infrastructure and reliability data submitted to the Commission, including but not limited to annual 911 network reliability certifications from industry and outage reports submitted to the Network Outage Reporting System (NORS) and Disaster Information Reporting System (DIRS). Incumbent performs a wide range of analyses and duties that inform public safety telecommunications policy:

Functions as a technical consultant in the evaluation, redesign, and enhancement of databases using knowledge of communications network reliability and resiliency; builds predictive models and performs predictive analytics; designs experiments to solve sophisticated problems with code; develops machine learning algorithms; and develops data visualization strategies and capabilities.

Performs quantitative analyses by identifying and blending useful external and internal data sources; applies data science, machine learning and statistical tools, models, methods, and techniques to evaluate data; formulates and answers open-ended questions based on mission problem sets to glean insights on network reliability.

Coordinates, prepares, and presents reports and long-range planning documents to senior management, private industry, other federal government executives, communication entities, and international communications reliability organizations; establishes and maintains effective relationships with other state and federal government agencies, standards bodies, and industry associations to improve communications reliability and resiliency.
Recommends updates to the Division's commercial computer data mining software for its adequacy and applicability to Division programs; prepares written documentation for management and staff on the use of this software.

Qualifications

Candidates must meet all of the specialized experience requirements outlined below in order to be deemed as qualified.

Specialized Experience

GS-14 Specialized Experience: Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-13 level in the Federal service. For this position, specialized experience includes the following:

1) Experience managing and/or leading programs;

2) Experience serving as a technical consultant in the evaluation, and/or redesign and enhancement of databases using knowledge of communications networks;

3) Experience building predictive models and performing predictive analytics; designs experiments to solve sophisticated problems with code, and/or develops data visualization strategies and capabilities;

4) Experience performing quantitative analyses regarding communications services and/or networks by identifying and blending useful external and internal data sources; and

5) Experience coordinating, preparing, and/or presenting plans reports to senior management, private industry, other federal government executives, communication entities, and/or international communications organizations.

GS-15 Specialized Experience: Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-14 level in the Federal service. For this position, specialized experience includes the following:

(1) Experience managing and/or leading multi-disciplinary programs and collaborating with associated internal and external partners;

(2) Experience serving as a technical consultant in the evaluation, and/or redesign and enhancement of databases using knowledge of communications networks;

(3) Experience building predictive models and performing predictive analytics; designs experiments to solve sophisticated problems with code, and/or develops data visualization strategies and capabilities;

(4) Experience performing quantitative analyses regarding communications services and/or networks by identifying and blending useful external and internal data sources; and

(5) Experience coordinating, preparing, and/or presenting plans reports and long-range planning documents to senior management, private industry, other federal government executives, communication entities, and/or international communications organizations.

You will be evaluated for this position on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs):

1. Ability to communicate orally.

2. Ability to communicate in writing.

3. Skill in directing complex analytical studies for acceptance and implementation of recommendations on communications network policies and issues, based on qualitative and quantitative risk analyses.

4. Knowledge of analytical and evaluative methods to compile complex and vast amounts of technical data in a variety of formats from a variety of sources, write complex technical reports, memoranda, and briefing papers recommending potential changes to policy in close coordination with attorneys.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
