The USCTOC SD Secretariat, to which the detailee will be assigned, is responsible for coordinating and facilitating the following USCTOC-SD activities: policy taskings from the National Security Council, Congress and USCTOC Principals; engagements/activity with domestic and international partners; management of human resources, strategic communications, public affairs, visual information, protocol and other administrative functions as assigned by USCTOC Principals and the USCTOC SD Executive Director.

The Communications Specialist role will generally include, but is not limited to, the following:
  • Responsible for the development and crafting of strategic communications products to advance the awareness campaign of the USCTOC mission, services, and opportunities throughout the counter TOC community to include presentations, web content, talking points, promotional materials, white papers, and press/legislative strategies.
  • Serve as Editor and Reviewer of USCTOC-SD materials to include Strategic Plans for consistency of language, clear messaging, and a cohesive writing style ensuring USCTOC-SD products are well received throughout the US government.
  • Responsible for the development and execution of project specific roll out strategies focused on the objectives and goals of each initiative and the most effective information sources of each target audience.
  • Serve as primary Point of Contact (POC) for Media and Congressional Inquiries as well as primary POC and liaison to the Public Affairs and Legislative Affairs offices of each partner Department and Agency of the USCTOC.
  • Responsible for the implementation of overarching USCTOC-SD Press/Congressional/Partner Agency awareness campaigns.

USCTOC may also add other duties as assigned once you are detailed, based on what is included and allowed by the position description.


Conditions of Employment

  • You must be a United States Citizen or National.
  • You may be required to undergo a security/background investigation and a drug screening.
  • This would be a one-year detail, with the possibility to extend up to three years.
  • Must have a Top Secret/Sensitive Compartmented Information clearance.
  • COVID vaccination status may be requested for the purposes of implementing workplace safety protocols.


Eligible candidates must be currently employed within an agency under one of the following USCTOC member Departments: Department of Justice, Department of Homeland Security, Department of State, Department of Treasury, Office of the Director of National Intelligence, or Department of Defense.

Desired Qualifications
  • Excellent written and oral communications skills.
  • Experience in numerous media formats needed to maximize messaging.
  • Knowledge of organizational theory, start-up messaging, public affairs, media, executive communication.
  • Experience working in an inter-agency setting.
  • Experience working with media, legislative, and Department level contacts.
  • Ability to serve as a liaison and provide "reach-back" to their department and/or agency.
  • Preferred GS-14; high performing GS-13 will be considered.
  • Top Secret/Sensitive Compartmented Information clearance.
  • Minimum one year detail, possibility to extend up to three years.
