Duties

The United States Council on Transnational Organized Crime - Strategic Division (USCTOC-SD) is a multi-agency organization established to conduct whole-of-government strategic planning in support of the US Council on Transnational Organized Crime (USCTOC) to counter transnational organized crime (TOC) threats. The Strategic Intelligence Unit conducts analysis, to include target systems analysis on priority TOC threats to provide a detailed threat picture to support the Strategic Planning process, in coordination with related policy, planning, and operational customers.

The duties and responsibilities for an Intelligence Research Specialist (IRS), GS-0132-12/13/14, generally include, but are not limited to, the following:
  • Provide intelligence support to the USCTOC Strategic Planning Unit to assist in developing whole of government strategies targeting priority TOC threats.
  • Facilitate the prioritization of TOC threats across intelligence community and law enforcement agencies.
  • Review and consolidate finished strategic assessments, and criminal intelligence insights from across the intelligence community and law enforcement agencies to inform the USCTOC-Strategic Division planning decisions and ensure analysis from a whole of government perspective.
  • Identify and communicate intelligence collection requirements and gaps to drive the US Government intelligence cycle for TOC matters, in coordination with the Law Enforcement and Intelligence Community partner agencies.
  • Prepare and present intelligence briefings to senior level policymakers and lawmakers, and other federal, state, local, and foreign law enforcement and intelligence leaders regarding complex transnational criminal issues and US Government efforts.
  • Facilitate interagency analytic exchanges using a variety of analytic methodologies.
  • Conduct predictive and current intelligence analysis related to existing or emerging TOC threats.
  • Conduct liaison and coordination efforts with US and foreign law enforcement and intelligence agency partners to ensure a comprehensive picture of the TOC threat across the globe.
USCTOC may also add other duties as assigned once you are detailed, based on what is included and allowed by the position description.

Requirements

Conditions of Employment

  • You must be a United States Citizen or National.
  • You may be required to undergo a security/background investigation and a drug screening.
  • This would be a one-year detail, with the possibility to extend up to three years.
  • Must have a Top Secret/Sensitive Compartmented Information clearance.
  • COVID vaccination status may be requested for the purposes of implementing workplace safety protocols.


Qualifications

Eligible candidates must be currently employed within an agency under one of the following USCTOC member Departments: Department of Justice, Department of Homeland Security, Department of State, Department of Treasury, Office of the Director of National Intelligence, or Department of Defense.

Desired Qualifications
  • Experience in strategic intelligence support to planning in order to assist in the prioritization of TOC threats for policymakers and strategic planners.
  • Experience in balancing multiple analytical work roles independently and with a team
  • Traditional Strategic, Tactical, and/or Collection analyst duties.
  • Experience writing self-initiated strategic finished intelligence products for dissemination and executive awareness including Intelligence Assessments, Presidential Daily Briefs, Homeland Intelligence Briefs, articles, talking points, white papers.
  • Ability to provide high-level briefings to senior US Government executives and foreign law enforcement partners, often on short notice.
  • Familiarity with various analytic methodologies.
  • Familiarity with Transnational Organized Crime (TOC) threats.
  • Familiarity with Strategic Planning processes.
  • Experience working in an inter-agency setting.
  • Ability to serve as a liaison and provide "reach-back" to their department and/or agency.
  • Preferred GS-13/14 Intelligence Analyst within the 0132 series; high performing GS-12s will be considered.
  • Top Secret/Sensitive Compartmented Information clearance.
