Duties
This position is located in the Office of the Director, Indian Health Service (IHS). Rockville. Maryland. The IHS, an Agency of the U.S. Department of Health and Human Services, is the principal Federal Agency changed with the mission of raising the physical, mental, social, and spiritual health of American Indian and Alaska Natives to the highest level.
As Deputy Director for Intergovernmental Affairs (DDIGA), the incumbent directs and coordinates the review and analysis of policy-related issues, and advises the Director, IHS of options for resolving problems caused by existing or proposed IHS, HHS, or Federal policy. The incumbent assumes primary responsibility for the development and implementation of creative high-impact policies, programs, and projects and the subsequent development of program plans and funding to enhance access to health services for AI/AN. Directs the evaluation of Tribal Consultation and Conferring with Urban Indian Organizations policy options and the forecasts of their costs, benefits, and long-term results. Ensures IHS policies are consistent and do not conflict with laws and regulations. Formulates, administers, and supports IHS-wide policies, delegations of authority, and organizations and functions development, and other management control and policy activities. Directs Executive Secretariat functions, including review and clearance of decision documents for the IHS Director's approval to ensure successful operations and policy making within the Agency.

IF SELECTED, you will be required to complete an ECQ package by drafting narratives for each of the ECQs and be certified by an OPM Qualifications Review Board (QRB) in order to be placed in this position. If you are currently serving in a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program approved by the Office of Personnel Management (OPM), you WILL NOT need to draft the ECQs. However, you must still provide the narrative response individually addressing each of the Professional/Technical Qualifications (PTQs) listed below.
Professional/Technical Qualifications (PTQs):This position also requires that you possess PTQs that represent knowledge, skills, and abilities essential for success in this role. The following PTQs must be evident in your resume.Demonstrated experience representing the senior executive of a large organization to governments and legislative bodies; e.g. Congress/legislative committees, OMB, HHS, the Tribes, and other agencies. Expert knowledge of Indian health policy related issues, legislative and Congressional relations matters, ensuring the provision of expert analysis and advice to the Director and appropriate IHS and HHS officials on potential impact of proposed legislation. Tribal Consultation and Conferring with Urban Indian Organizations policy options and the forecasts of their costs, benefits, and long-term results. Expert level knowledge and demonstrated experience with emergency preparedness/security, budget formulation, Indian Self-Determination and Tribal Self-Governance issues, Tribal shares computations, and resolution of audit findings. Demonstrated substantial knowledge of the Indian Health Care Improvement Act, the Indian Self-Determination Act, as well as Federal Health Care Delivery Systems including the Indian Health Service system (federal, tribal, and urban).
Additional information
Salary for Senior Executive Service positions varies depending on qualifications. The annual salary range may be found at the top of this announcement. This position may be eligible for performance bonuses and performance based pay adjustments.
Probationary Period
Selectee must serve a one-year probationary period unless s/he previously completed one year the Senior Executive Service.
Standards of Conduct/Financial Disclosure

- Responsible for all legislative and Congressional relations matters, ensuring the provision of expert analysis and advice to the Director and appropriate IHS and HHS officials on potential impact of proposed legislation.
- Directs the development of IHS briefing materials for Congressional hearings, testimony, and bill reports.
- Provides IHS Liaison for Congressional and legislative affairs with Congressional offices, HHS, the Office Management and Budget (OMB), other Federal agencies, and the White House.
- Directs liaison for inter-governmental and private sector initiatives that impact health care services and management of the IHS, and participation on inter-Governmental task forces.
