Duties

  • Execute Engineering/Scientific projects as assigned.
  • Monitor scientific and development initiatives for projects.
  • Utilize judgement in making engineering and or scientific recommendations towards development decisions.
  • Serve as a member of an interdisciplinary team wherein the assigned mission is to conduct test and evaluation of broad Army equipment categories such as; artillery, small arms, armor, automotive, and ammunition.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • You must be able to obtain and maintain a Secret Security Clearance.
  • A two year trial/probationary period may be required.
  • This position may require temporary duty (TDY) travel up to 25% of the time. You must be willing and able to travel on military and commercial aircraft.
  • Some positions may require the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
  • For some positions Drug testing will be subject to a pre-employment screening, and random drug testing thereafter, to include drug testing based on reasonable suspicion and drug testing due to direct involvement with an on-duty accident.
  • This is an Army Acquisition, Technology, and Logistics (ATL) Workforce position. The employee must meet DoDI 5000.66 requirements applicable to the duties of the position.

This is a Direct Hire (DHA) solicitation utilizing the DHA for Certain Competitive Service Positions, to recruit and appoint qualified candidates to certain positions in the competitive service.

In order to qualify, you must meet the education and or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Education Requirement for Professional Engineering - 0800 Series:
A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET);
OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico.
3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program.
4. Related Curriculum - Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. (You MUST submit a copy of your transcripts along with a letter of reference stating that you have at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. The letter must be signed by the engineer who provided the professional engineer supervision. It must also include their name, phone number, and list their engineer credentials such as engineer education or professional certificates).

Basic Education Requirement for Physical Scientist - 1301 Series:
A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
B. Combination of education and experience: education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

Basic Education Requirement for Biological Scientist - 0401 Series:
A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

Basic Education Requirement for Operations Research - 1515 Series:
Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

In addition to meeting the basic educational requirement above, to qualify for this position you must also meet the Specialized Experience requirements listed below:
GS-05: No specialized experience.Applicants who meet Basic Qualifications as listed by (OPM), Office of Personnel Management are qualified.
Specialized Experience GS-07: One year of experience equivalent to the GS-05 grade level in the Federal service which includes:1) Performing routine scientific or engineering tasks to assist higher level employees and; 2) Knowledge of scientific or engineering principles and concepts to determine applicability to the work being performed; OR Education substitution: 1 year of graduate-level education or superior academic achievement. (GPA of 3.0 or higher).
Specialized Experience GS-09: One year of experience at GS-7 level which includes: 1) Applying techniques to plan, coordinate, analyze or report on completed tests and evaluation projects and; 2) Assisting with analyzing/evaluating scientific data in the solution of scientific or engineering problems; OR Education substitution: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree.
Specialized Experience GS-11: One year of experience at GS-09 level which includes:1) Interpreting/applying scientific or engineering guidelines to test and evaluation of military equipment and; 2) Preparing report on testing procedures and findings to ensure requirements are met; and 3) Analyzing/evaluating scientific data to obtain solution to test problems; OR Education substitution: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

Education

Basic Education Requirement for Mathematician- 1520 Series:
A. Degree: Bachelor's degree (or higher degree) in mathematics; or a degree with the equivalent of a major that included at least 24 semester hours in mathematics. The total course work must have included differential and integral calculus and, in addition, four advanced mathematics courses requiring calculus or equivalent mathematics courses as a prerequisite.
OR
B. Combination of Education and Experience: Courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics), as shown in A above, plus appropriate experience or additional education. The total course work must have included differential and integral calculus and, in addition, four advanced mathematics courses requiring calculus or equivalent mathematics courses as a prerequisite.

Basic Education Requirement for Mathematical Statistician- 1529 Series:
A. Degree: Bachelor's degree (or higher degree) that included 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics.
OR
B. Combination of Education and Experience: At least 24 semester hours of mathematics and statistics, including at least 12 hours in mathematics and 6 hours in statistics, as shown in A above, plus appropriate experience or additional education.
Courses acceptable toward meeting the mathematics course requirement of paragraphs A or B above must have included at least four of the following: differential calculus, integral calculus, advanced calculus, theory of equations, vector analysis, advanced algebra, linear algebra, mathematical logic, differential equations, or any other advanced course in mathematics for which one of these was a prerequisite.

The experience offered in combination with educational courses to meet the requirements in paragraph B above should include evidence of statistical work such as (a) sampling; (b) collecting, computing, and analyzing statistical data, and (c) applying known statistical techniques to data such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
Basic Requirement for Computer Scientist -1550 Series:
Degree: Bachelor's degree (or higher degree) in computer science or bachelor's degree (or higher degree) with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
