Duties

The incumbent reports directly to the Financial Manager, or Financial Director when necessary. The incumbent works independently to plan and carry out responsibilities in accordance with policies, procedures, and precedents, while keeping the supervisor apprised of necessary information. The incumbent and supervisor will regularly discuss current responsibilities and priorities. Completed work is evaluated for technical soundness, accuracy, usefulness, and conformance with requirements and needs.
  • Supports the EAC Finance Division in all areas of budget formulation, execution, and oversight for all agency programs.
  • Supports the Finance Division by collecting financial data from financial systems; reviewing and monitoring financial schedules and financial reports; assisting in preparing EAC reports and collecting audit deliverables for required audits; and engaging in other miscellaneous financial activities in support of budget and financial management functions.
  • Reviews agency budget documents, projections, accounting data, and written justification narratives with a strong attention to detail.
  • Works regularly with Finance Division staff to field inquiries and respond to data calls from the Office of Management and Budget and Congressional points of contact as necessary.
  • Assists the Finance Division with executing and monitoring Interagency Agreements (IAAs) and Commercial Agreements.
  • Monitors and reviews draft appropriations language, or other relevant legislation, to assess financial impacts for the agency.
  • Monitors, researches, and resolves open obligations from prior fiscal years, and conducts necessary accounting research on obligations and invoices.
  • Assists with reviewing, tracking and reconciling Division's monthly Citicard purchase card transactions.
  • Assists in the development and tracking of the various divisions budgets within the agency.
  • Supports the development, implementation, and maintenance of agency's financial internal policies, procedures, and standard operating procedures in a manner that helps the agency best achieve its mission and ensure compliance with federal laws and regulations.
  • Provides support to the EAC on various administrative duties as needed; serves as subject matter expert in financial and general administrative areas; composes administrative correspondence for the agency; and uses a variety of programs to produce other material as necessary, including preparing spreadsheets or presentations and managing calendars.

Specialized Experience:
Bachelor's degree required, or comparable experience gained in finance.
