This position is located in the Department of Health and Human Services (DHHS), Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Prevention (CSAP). CSAP disseminates effective substance abuse prevention practices and builds the capacity of States, communities and other groups to apply prevention knowledge effectively.

Plans, develops, implements, and reviews disease prevention and health promotion policy related to alcohol and other drug abuse, and analyzes impact of Federal activities on State and local government and private program activities. Provides leadership in establishing and maintaining liaisons within the Agency, the Department and other public and private organizations engaged in related programs. Assess the implications of legislation and other initiatives which may have an impact on prevention activities.

Serves as principal advisor on all CSAP policy and program activities and recommends what changes should be made or initiated based on the determination of the goals and objectives. Provides executive leadership and national direction in the establishment of short and long-range goals, objectives, plans, policy guidance and leadership in the emphasis on prevention in an effort to reduce the incidence and prevalence of alcoholism and drug abuse, through sponsoring regional and national workshops/conferences. Surveys the substance and content of a wide variety of prevention efforts on all levels to assure the quality of alcohol and other drug abuse prevention programs.

Maintains and builds strong relationships across SAMHSA, the US Public Health Service (PHS), the Department of Health and Human Services, the White House, the Office of National Drug Control Policy (ONDCP), professional organizations and other groups concerned with substance abuse. Plans and develops CSAP policy and strategies, and advises on the adequacy of organizational structure, facilities and resources to effectively manage and successfully carry out the CSAP mission.

Advocates and plans the development of model, innovative community-based public health programs to discourage alcohol and other drug abuse among young people, and promote mental health and wellbeing. Formulates innovative approaches to promoting and facilitating the internal integration and coordination of alcohol and other drug abuse prevention with other health care operations.

As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Mandatory/Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors will automatically exclude you from further consideration.

All candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, you must show in your resume that you possess the Fundamental Competencies, five Executive Core Qualifications (ECQs), and the Professional/Technical Qualifications (PTQs), listed below. Professional/Technical Qualifications (PTQs):

This position also requires that you possess PTQs that represent knowledge, skills, and abilities essential for success in this role. The following PTQs must be evident in your resume.

1. Extensive experience supporting or implementing community public health initiatives aimed at preventing substance misuse.
2. Extensive knowledge of current substance misuse prevention issues facing states and communities in the country, as well as research, developments and trends relating to the provision of substance use prevention and related mental and physical health promotion services.
3. Executive-level experience leading a large, complex public health initiative, including leading strategic planning, overseeing program development and implementation, coordinating with stakeholders, and being responsible for budgeting, reporting and overseeing staff.
4. Experience engaging in public health policy initiatives to analyze the impact of policies, engage with stakeholders of improving or revising policies, and managing change related to new policy implementation.
5. Extensive experience utilizing data and/or research methods to drive public health programming, such as targeting high risk populations.
6. Extensive experience engaging in community, state and national level discussions on critical public health topics.

Additional information

Salary for Senior Executive Service positions varies depending on qualifications. The annual salary range may be found at the top of this announcement. This position may be eligible for performance bonuses and performance based pay adjustments.

Probationary Period:

Selectee must serve a one-year probationary period unless s/he previously completed one year the Senior Executive Service.
