Duties

We are looking for a Diversity and Inclusion Program Manager GS-13/14 to work with us on various high priority projects such as:
  • Implement the newly signed DHS Inclusive Diversity Strategic Plan
  • Co-chair the DHS Inclusion Think Tank to provide best practices in the D&I space across DHS
  • Collaborate with component D&I, HR and EEO practitioners to ensure synergies across DHS with regard to D&I initiatives, training, etc.
  • Organizational health assessments (conducting interviews, analyzing demographic data, report writing)
  • Conducting research and providing guidance on mitigating bias within the talent management cycle
  • Working with strategic partners to develop a plan to diversify the Senior Executive Service cadre
  • Developing feature content for DHS Connect, podcast episodes, workshops, etc. on D&I topics of interest
  • Preparing presentations for the Executive Director on various D&I topics


Requirements

Conditions of Employment

  • Must be a current permanent Federal employee
  • Must have supervisory approval to apply to the Joint Duty Assignment. DHS 250-2 Application Form under "required documents" section.
  • Must NOT have any pending/outstanding disciplinary actions
  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
  • Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*
  • The program does not apply to members of the Military service or contractors.


Qualifications

Qualifications required:
  • Experience in D&I program management
  • Training experience preferred
  • Strong writing skills (DHS Connect articles, D&I related white papers, responses to office Requests for Information)
  • Confident public speaker
  • Strong sense of collaboration and team work; ability to build strategic relationships
  • Ability to provide concise and impactful briefings to SRDI leadership on projects, challenges, and accomplishments
  • Skilled in preparing and delivering status updates on fast-moving projects with little direction
  • Agile work style that can adjust to changes in priorities based on DHS Secretary or White House initiatives

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
  • Complete 12 hours of professional development using Skillsoft courses, videos, and books in conjunction with the established assignment objectives for the JDA.
  • Attend each of the DHS Joint Duty Program Director's quarterly webinars (1 hour per quarter).
