Duties

Incumbent serves as the Chief of the Trust Fund Operations Section of the Trust Fund Branch, Administration Division, under the supervision of the Deputy Branch Chief for the Trust Fund Branch. The Trust Fund Branch is responsible for researching, developing, coordinating, installing, and maintaining an integrated system of services for the entire Federal Bureau of Prisons (BOP) Trust Fund Program including, (1) budgeting, (2) accounting, (3) inventory management and control, (4) management financial reporting, (5) financial systems, (6) telephone systems development and implementation, (7) warehouse operations and design, (8) inmate messaging, (9) electronic law library, and (10) clothing issue/laundry operations.

The Chief, Trust Fund Operations is responsible for the overall financial integrity and effectiveness of the Bureau Trust Fund Operations which has an estimated annual revenue of over $350 million. They prescribe Bureau policy and procedures on warehousing, acquisition, control and inventory of personal property, and provides technical support for the acquisition of technically sophisticated personal property.

Qualifications

To be considered for the position, you must meet the following qualification requirements:

Education:

There is no substitution of education for specialized experience for this position.

Specialized Experience:

You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled.

Some examples of this qualifying experience are:
  • Experience in providing capital project management, including developing and executing budget requests, scheduling, prioritizing, and monitoring of contractor performance in these areas for assigned projects.
  • Experience in reviewing, analyzing, and evaluating the operations and recommending changes which provide maximum utilization of manpower, money, and material resources.
  • Experience in investing of monies in excess of operating needs in bonds, securities, and other instruments guaranteed by the United States.
  • Experience in Trust Fund procedures, applicable policies, and regulations required, as well as trends for the further development of Trust Fund Operations and Programs including Commissary Operations, Inmate Deposit Fund, account management, laundry and clothing issue management.

Credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as number of hours worked per week) spent in the activities.

This position IS NOT included in the bargaining unit.

The representative rate for this position is $138,856 per annum ($66.53 per hour).

Special Conditions of Employment Section:

Initial appointment to a supervisory/managerial position requires a one-year probationary period.

The incumbent is subject to geographic relocation to meet the needs of the agency.

Appointment is subject to satisfactory completion of a urinalysis, physical, and background investigation. All applicants are subject to National Crime Information Center (NCIC) and credit checks.
