Duties

The Management Analyst will serve as the Human Resources and Administration Coordinator for NZCBI, primarily responsible for developing, implementing and managing NZCBI Human Resources (HR) programs, such as position management and classification, recruitment and staffing, employee/labor relations, human resources development (training and staff development), and equal employment opportunity.

In this position you will:
  • Analyze staffing needs, position structure, position management issues, and organizational planning and development needs.
  • Provide position management and organizational design advice to hiring managers and also on the distribution of workload among positions and organization within NZCBI.
  • Develop major organizational proposals to recommend changes in the workforce distribution and/or positions.
  • Provide HR and administrative management support to both Federal and Trust NZCBI employees.
  • Act as liaison with Smithsonian's Office of Human Resources (OHR) regarding classification, staffing, recruitment and appointments, labor management and employee relations, human resources development, and pay administration.
  • Advise senior leaders on HR policies and perform program analyses for developing NZCBI personnel regulations.
  • Use computer technology and a variety of administrative, personnel, and budgeting applications, such as Human Resources Information Management System (HRMS/Peoplesoft), Monster Hiring System, MS Office Suite, Office 365, WebTA, etc., to accomplish the workload of NZCBI.

Experience: You qualify for this position if you have one year of specialized experience equivalent to at least the GS-11 level in the Federal Service or comparable pay band system. For this position, Specialized experience is defined as demonstrated experience in planning, developing, implementing, and management of human resources programs of an organization, such as, position management and classification, recruitment and staffing strategies, succession planning strategies, employee and labor relations, training and staff development and/or equal employment opportunity.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience. Be sure to note the number of paid or unpaid hours worked each week.
