Duties

The following are the duties of this position at the GS-15. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a Senior Policy Advisor, you will:
  • Plan, produce, and prepare well-argued memoranda or reports with agency wide policy recommendations on complex financial institution topics covering regulatory, legislative, and industry performance matters. Such analysis and recommendations would be based upon complex research and assessments that would consider a broad set of factors, such as the impact on financial institutions and markets, economic competition and growth, the effect on taxpayers, households, the feasibility of execution, and the broader policy objectives of the Administration.
  • Work independently to plan, formulate, conduct, evaluate, and carry out a wide range of technical policy research and development related to complex financial institutions and their relationship to the Office.
  • Develop and conduct credible financial analyses of such complex policy matters, including evaluations of the implications of different policy options, and the long range effects revised or new policies and regulations may have on the Office and agency.
  • Develop and prepare a broad set of policy papers including briefing memoranda, official reports, speeches, and Congressional testimony and making oral presentations regarding the same in a clear and concise manner.
  • Represent the office with senior representatives of key external stakeholder groups and institutions, including the prudential and financial market regulatory agencies and Administration officials in such a manner as to advance the goals of the Office and Department.

    Qualifications

    You must meet the following requirements by the closing date of this announcement.

    For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes:
      Developing written analyses or memoranda for decision making regarding financial institutions and financial intermediation activities and their implications upon safety and soundness, resolvability, risk levels, financial innovation, and/or financial performance; AND Analyzing and presenting economic and financial information and data related to financial institutions or financial intermediation activities; AND Applying laws and regulations related to financial institutions or financial intermediation activities.
    For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:
      Developing written analyses or memoranda for management or decision-makers regarding financial institutions and financial intermediation activities for their implications upon safety and soundness, resolvability, risk levels, financial innovation, and/or financial performance; AND Analyzing and presenting economic or financial information or data related to financial institutions or financial intermediation activities.

    CONDITIONS OF EMPLOYMENT:
    • A one year probationary period may be required.
    • Public Trust - Background Investigation will be required.

    • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.

    • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9 . Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
    • File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.
    • To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees.
