Duties

The candidate for this position will:

Plan, organize, direct and control the development, modernization or enhancement of complex business or general support systems.

Assess, monitor, and mitigate project risks, analyze issues and problems and recommend solutions, manage changes, and ensure the quality of deliverables.

Assist customers in defining project scope, requirements and deliverables, and is responsible for planning project activities, tasks, milestones, budget, resources and performance measures.

Be responsible for communications regarding the project, including developing and executing communication plans and presenting formal and informal briefings to technical, non-technical, and senior leadership.

Qualifications

All qualification requirements must be met within 30 days of the announcement closing date.

Specialized Experience- Specialized experience is defined as one year of experience at the GS-12 grade level in the Federal service or equivalent to the GS-12 grade level in the private sector planning, organizing, directing and controlling the development, modernization, enhancement, or steady state support of software business applications. Examples may include: experience in managing Cloud based COTS or custom solutions using Microsoft Azure and Microsoft Dynamics 365; and implementing custom developed enterprise web based Java/C#.NET applications using Oracle or MS SQL server databases.

(Note: Experience implementing telecommunications and network infrastructure are not considered for the purpose of meeting the specialized experience requirement for this position.)

WRITING SAMPLE (MANDATORY): Each applicant must submit an original sample of their written work that demonstrates the specialized experience. The writing sample should be 1 to 2 pages in length. The writing sample must identify candidate's role, tasks performed, and from work done in a prior job and relevant to the specialized experience. Redactions of client names, addresses, or account numbers are expected in such submissions. If you do not submit a writing sample, your application will be considered incomplete.

Time-In-Grade Requirement: In order to be eligible for this position, all current Federal employees must provide proof of meeting the time-in-grade requirement (i.e., at least 52 weeks of experience at the next lower grade level in the Federal service). This information must be in both your resume and on an SF-50. Those who do not provide proof of having met the time-in-grade requirement will be deemed ineligible for this position.
