Duties

  • Analyze and provide expert professional advice on complex real estate problems for the Department's overseas missions regarding purchases, sales, leases, and exchanges, to identify and recommend the most financially advantageous choice.
  • Counsels and negotiates with appraisers on problems/inconsistencies in their reports such as inappropriate uses of the valuation approaches and concepts, missing or irrelevant data, and questionable conclusions.
  • Collaborates with the team to establish priorities and deadlines and reviews work to ensure adherence to program policies and priorities.
  • Conducts financial analyses, including but not limited to techniques such as discounted cash flow analysis to compare lease vs. buy, construct vs. lease/purchase, and other feasibility analyses.
  • Participates in complex international negotiations both with foreign governments and private entities. Serves on panels selecting contractors to provide services on a long-term basis, as well as selecting contractors for short-term assignments.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:
  • Experience performing appraisal reviews on specialized properties, trophy properties, or other difficult to appraise properties.
  • Experience supporting negotiations with brokers, transactional specialists, or attorneys.
  • Experience analyzing problems, conceptualizing innovative solutions, and articulating problems and proposals in a concise, accurate, and persuasive manner.

There is no substitute of education for specialized experience for the GS-14 position.
