Duties

Major Duties include but may not be limited.
  • Manage implementation, control and reporting on clinical test.
  • Implement data collection and monitor protocols for difficult clinical research studies. Administer or monitor administration of tests and measurements required by project design.
  • Record data from samples and specimens to ensure that all tracking data is organized and is monitored during the progress of the study.
  • Identify test results and trends requiring further analysis.
  • Maintain all study and regulatory records.
  • Prepare project and statistical reports for review process.
  • Coordinate the accomplishment of the scientific (merit) review and evaluation of research programs to provide recommendations or decisions for program strategies, modification, budgeting, or improvements.
  • Participate in activities preparing for, and subsequent, collection of study data.
  • Assist with data analysis from a variety of sources, including databases and spreadsheets,. and conceive and write reports as needed.
  • Monitor data collection processes ensuring data integrity and completeness.
  • Help respond to inquiries from a sponsor, clinical research coordinating center and/or site PI on matters related to data, data compliance, and subject complaints related to data collection.
  • Help ensure data collection and transmission activities are compliant with applicable data security and privacy policies.
  • Creates and maintains complex research databases, working with existing VA administrative databases, and managing spreadsheet files for data tracking, budget tracking, and other project management tracking tasks.
  • Records and maintains results and records all test or assessment as per protocol and in a manner complying with research regulations, prepares project administrative and statistical reports, and organizes and maintains the resulting database(s).
  • Develop maintains/update study database in accordance to sponsor and/or PI's specification. Assist PI with data analyses and interpretation.
  • Perform other duties as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/28/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Basic Education Requirement: This position includes a basic education requirement. You must possess a Bachelor's or graduate/higher level degree with a major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education Accreditation: Postsecondary Education Institutions | U.S. Department of Education at the time the degree was obtained. Applicants who do not meet it are ineligible for further consideration. Evidence of meeting the basic education requirement must be reflected in your resume

You may qualify based on your experience and/or education as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in a health science research environment utilizing knowledge of federal regulations involving clinical trails and human subject research to manage, control and report on clinical research studies; develop administrative record keeping procedures to assist in investigations, oversights, and audits; and comprehensive data collection to extract, organize, track and analyze data, produce reports, memorandums and presentations. OR,
  • Education: Applicants may substitute education for the required experience (Transcripts required). To qualify based on education for this grade level you must have successfully completed three years of progressively higher-level graduate education leading to a PH.D degree or PH.D or equivalent doctoral degree. (Must be related to the position) OR,
  • Combination: Applicants may also combine education and experience to qualify at this level (Transcripts required). Equivalent combination of successfully completed graduate level education and specialized experience as described above may be used to meet total experience requirement. Only graduate education in excess of 2 years of progressively higher-level graduate education or Master's degree may be combined with experience. Note: Education must be related to the work of the position.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary with occasional walking, standing, and handling and carrying items such as paper and books. There may be occasion needs to assist study participants with mobility to study locations (s). Some travel will be required.
