Duties

Supervises a group of employees performing work up to the GS-13 level. Performs the administrative and human resource management functions related to the staff supervised. Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system. Observes workers' performance; demonstrates completes work performance critiques. Provides informal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances. Prepares work improvement plans, recommending personnel actions as needed. Provides advice and counsel to workers related to work and administrative matters. Effects disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests.

Anticipates, identifies and understands the changing needs of the Law Library of Congress by keeping informed of the policies and standards related to digital resource management using available contacts and resources.

Aligns the division's resources to ensure coverage of all functions, even in the event of unanticipated events and emergencies. Reviews the division's services to ensure they meet professional standards and policy guidelines and are responsive to the needs of the Law Library's constituencies.

Exercises oversight and has primary responsibility for processing and managing the Law Library's digital collections. Coordinates with appropriate internal and external offices to identify issues, challenges, and best practices for digital legal collections.

Monitors and oversees the currency, comprehensiveness, and integrity of the online legal resources offered by the Law Library through its website (law.gov). Directs all activities related to the online publication of Law Library products to ensure that the information is presented according to formatting and quality standards established by the Library and Law Library and is published in a timely manner. Exercises managerial and supervisory authority over all web publishing and web editing functions performed by DRD staff for the Law Library's website and intranet in consultation with the Law Library's editorial unit.

Organizes, develops, and implements plans for specific projects related to digitization and/or digital collection management. Directs and shapes the character and overall nature of the projects. Oversees project from conception through development, productions, and manages project staff. Participates in planning work, including formulating goals and objectives, and identifies opportunities for improvements in methods and procedures. Formulates project budgets and recommends approaches to identify finding sources for projects. Manages a variety of functions simultaneously and with flexibility to work under competing demands and deadlines. Develops statements of work, deliverables, and timelines for contractors and other non-employee-generated work.

Establishes and maintains effective working relationships with various individuals within and outside of the institution in order to share resources and information and coordinate digital collection workflow and activities within the Law Library. As a consultant, makes recommendations regarding major changes in program area. Explains or presents specialized or technical information to individuals or groups with varying backgrounds or levels of expertise. Develops and maintains professional standing through a variety of methods, including participation in professional organizations, which may include making presentations at conferences, seminars, or meetings in librarianship and other, relevant fields. As designated, represents the Law Library on Library-wide committees, boards, and groups dealing with matters related to the assigned area of program responsibility. Serves as a member of the Law Library's management team, reporting on status of the division's activities and programs, and providing input to service unit planning activities.

At present, the Library of Congress will not enforce an earlier policy to require all employees be vaccinated against COVID-19. However, employees are required to certify their vaccination status, which is used to plan and implement workplace safety protocols, such as those related to mask-wearing, physical distancing, testing, travel, and quarantine. Upon request, new hires may be required to show proof of vaccination to the Health Services Division. Library employees who are not vaccinated may be required to undergo testing for COVID-19 every seven days

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Knowledge of digital content management principles and practices.**

Ability to perform project management functions.**

Ability to analyze organizational and operational problems and develop solutions to plan and carry out digital content management programs.**

Ability to lead people and manage a workforce.**

Ability to build and maintain relationships with individuals from a variety of backgrounds in order to provide consultation or liaison services.

Ability to manage the full range of collection development activities in a major research library.

Ability to communicate effectively other than in writing.

Education

EDUCATION REQUIREMENTS:

A. Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree.

or

B. A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.

Candidates with an MLS, MIS, MLIS, MSLS, or equivalent degree are encouraged to apply.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid the minimum step of the grade.
