About the Department of Defence (Defence)

The primary role of Defence is to defend Australia and its national interests against armed attack. In doing so, Defence serves the Government of the day and is accountable to the Commonwealth Parliament which represents the Australian people to efficiently and effectively carry out the Government's defence policy. Australia's defence policy is founded on the principle of self-reliance in the direct defence of Australia, but with a capacity to do more where there are shared interests with partners and allies.

About the Position

This position is located in the Financial Services Section of the Australian Defence Staff (Washington) (ADS(W)) reporting to the Defence Finance Manager.  Under the general director of the Defence Finance Manager the Finance Officer is responsible for providing a high level of management support for the day to day delivery of financial services to ADS(W).

The key responsibilities of the position include, but are not limited to:

  • Monitor and reconcile Representational Funds and allocations for ADS(W) including monthly reporting of the Representational Funds position Prepare and review monthly expenditure reports for all Defence and CASG branches, offices and projects in North America, communicating any variances of expenditure that requires additional attention by budget managers Preparation of Question on Notice (QoN) reports to Canberra Monitor and reconcile all Hospitality and Gifting expenditure including the preparation of monthly reports on such expenditure Maintain the ADS(W) Asset Management Register including adding new assets and ensuring disposal is compliance with Defence policy Preparation of the annual FBT return for ADS(W) Manage ADS(W) vehicle and mobile phone register
  • Assist in processing complex financial transactions in accordance with departmental guidelines and legislative requirements
  • Investigate and respond to inquiries and issues related to financial transactions undertaken in Washington on behalf of the region
  • Resolve intermediate level queries and escalate where appropriate
  • Conduct AGCC compliance audits Process expense payments, reimbursements and journal entries as directed
  • Develop updates to policies and practices in response to changes, including to government legislation, and provide training and dissemination throughout Defence in North America
  • Establish, develop and maintain strong working relationships with a range of key internal and external stakeholders both in America and Canberra
  • Other ADS(W) ad hoc tasks

Qualifications/Experience

Essential

  • Knowledge of or experience in, financial management and/or accounting. Attention to detail and proven ability to maintain accurate and up-to-date records. Well developed oral, written and interpersonal communication skills, including the ability to prepare written correspondence. Effective organisational and problem solving skills, including an ability to establish effective work priorities, meet deadlines with limited supervision, and maintain confidentiality. Ability to contribute effectively as a member of a small team, including proven initiative, cooperation, flexibility and reliability. Proficiency in using current Microsoft Office software, with strong Microsoft Excel skills and proficiency in computerised/electronic file and information management systems.

Desirable

  • Knowledge of Australian Government accounting procedures. An understanding of current Australian Defence Force operations or experience in an Australian Defence environment. Experience with process improvement.
