Duties

As Deputy Assistant General Counsel for the Materials, Fuel Cycle, and Waste Programs (MFW) division in the Office of the General Counsel, the deputy will support the Assistant General Counsel and provide legal services to the NRC staff, including representing the staff before the Atomic Safety and Licensing Board and the Commission, in matters associated with the most complex questions or issues arising in connection with high-level and low-level waste; nuclear materials, including licensing, transportation, and medical use; and fuel cycle applications and licenses.

As Deputy Assistant General Counsel for the Security and Enforcement (SE) division in the Office of the General Counsel, the deputy will support the Assistant General Counsel and provide legal services to the NRC staff, including representing the staff before the Atomic Safety and Licensing Board and the Commission, in matters associated with the most complex questions or issues arising in connection with nuclear security, enforcement, and the "legal sufficiency" of agency determinations and investigations associated with the processing of Equal Employment Opportunity complaints.

Qualifications

The ideal candidate will be able to demonstrate the following:
  • Demonstrated ability or potential to provide leadership and effectively utilize human resources.
  • Demonstrated skills in communicating information, ideas, and advice in a clear, concise, and logical manner, both orally and in writing.
  • Demonstrated ability to establish and maintain effective work relationships with management and staff, coworkers, and personnel of other government agencies.
  • Ability to perform legal analysis associated with complex issues/problems, conduct legal research and prepare legal memoranda.

  • In order to qualify for this position you must meet the following requirements:

    Basic Qualifications: You must be a graduate of an accredited law school with a J.D., LL.B., or equivalent degree, and you must be an active member in good standing of the Bar of a state or territory of the United States or the District of Columbia.

    Specialized Experience Requirement: In addition to the basic requirements, to qualify for this position you must have at least one year of specialized experience at the next lower grade level (GG-14) in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as attorney or judicial work experience in a government legal office, federal or state judiciary, or the private practice of law which provided the candidate with the knowledge, skills, and abilities needed to perform the work of this position. Examples of qualifying specialized experience include but are not limited to:
    • Providing training and reviewing the work products of junior attorneys.
    • Leading teams and work groups.
    • Providing legal support to the Commission and senior agency officials on high-priority matters associated with evolving issues (e.g., accident tolerant fuel, continued storage, consolidated interim storage facility licensing).
    • Issuing orders, rules, and guidance related to routine and complex matters.
    • Representing NRC in litigation associated with new reactor licensing, license renewals, materials licensing (including consolidated interim storage facility licensing), enforcement matters, or license amendments.
    • Representing NRC in interactions with other government agencies (e.g., DOE, EPA, Agreement States) on environmental and other regulatory issues.
    • Drafting or reviewing draft proposed and draft final rulemaking packages.
    • Preparing analyses of the Chairman's and Commissioners' authority under the Atomic Energy Act of 1954, the Energy Reorganization Act of 1974, Reorganization Plan No. 1 of 1980, and other relevant statutes.
    • Preparing legal memoranda on administrative and judicial decisions, executive orders, and other documents that affect the NRC.

    Education

    You must be a graduate of an accredited law school with a J.D., LL.B., or equivalent degree, and you must be an active member in good standing of the Bar of a state or territory of the United States or the District of Columbia.

    Additional information

    The duty location of this position is Rockville, Maryland. In general, employees are expected to be in the office (4 days per pay period). Telework schedules are approved, on a case-by-case basis. If selected, telework will be determined in accordance with Agency policy and the Collective Bargaining Agreement, if applicable.
