The Office of the Assistant Chief Information Officer (ACIO) for NESDIS provides the focal point for policy oversight, analysis, planning, and execution of information technology (IT) within the National Environmental Satellite, Data and Information Service (NESDIS). The Office manages a comprehensive program of IT systems investment, planning, and review to ensure high-quality cost-effective IT initiatives. The Office is responsible for the implementation of a comprehensive and robust program to effectively manage IT programs, including IT security, and projects per NOAA guidance and within the NESDIS portfolio structure to ensure IT investment is viewed holistically across NESDIS' portfolios. The ACIO is responsible for:
  • Leading NESDIS in the effective management of information resources by advocating cross­ organizational program process improvements; ensuring program processes are modified to take full advantage of IT solutions; developing and promoting standards-based IT; enabling cost-efficient and effective use of IT; and, exercising principles of effective IT capital planning and investment analysis.
  • Promoting and shaping an effective strategic and operational IT planning and investment process that includes responsibility for ensuring appropriate FITARA oversight and approval of IT investments in coordination with NESDIS Portfolio managers. Integrates the budget process, implements priorities established by NESDIS and fully integrates NOAA's and the Department's strategic plans. The ACIO will encourage and enforce viable IT strategies/operations through participation in the program systems planning process as an agent for change, and will support the strategic information resources plan. The incumbent will ensure that IT projects included in the IT strategic and operating plans support the business needs of NESDIS and are prepared in accordance with Departmental and OMB guidance.
  • Developing, issuing, monitoring and enforcing compliance with policies, guidance and standards applicable to all IT hardware, software and telecommunications in the NESDIS. Of particular importance is the responsibility for overseeing and ensuring compliance with IT security policy, procedures, and services across the NESDIS.
  • Advising NESDIS leadership, in partnership with other senior managers, to promote innovative uses of technology and facilitate management access to needed information resources.
  • Providing oversight to ensure information and records are properly managed; i.e., information is collected only as needed, protected from those who would destroy or abuse it, readily accessible to those who need it, and quickly disseminated to those who plan to use or contributed to it.
  • Working with NESDIS management to ensure the conduct of IT processes is timely, cost-effective, in accordance with all applicable statutes, regulations and policies, and provides the best available capability consistent with requirements and within available budget resources.
  • Supporting research, development and engineering efforts needed to define IT alternatives that can improve operations and customer service, as well as keeping current with user requirements and customer satisfaction concerning products and services.
  • Promoting shared development for common Federal processes, interoperability, and sharing of information by participating as a member of the CIO Council.

    As a basic requirement for entry into the SES, you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and the Professional/Technical Qualifications (PTQs) listed under "How You Will Be Evaluated." Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations.

    Qualifications

    To meet the minimum qualifications for this position, you must possess all of the mandatory Executive Core Qualifications and Professional/Technical Qualifications listed below. These qualifications would typically be acquired through education, experience, and training which reflect progressive development and achievement in managing a comprehensive business program in a complex organization. An individual's total experience and education must demonstrate the ability to perform the duties of the position. Applicants must meet all of the qualification requirements by the closing date of this announcement.

    SES Executive Core Qualifications (ECQs):

    ECQ 1 - Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

    ECQ 2 - Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

    ECQ 3 - Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

    ECQ 4 - Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.

    ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

    NOTE: Responses to ECQs must not exceed 10 pages typed in 12-point font.

    Professional/Technical Core Qualifications (PTQs):

    PTQ 1 - Demonstrated ability to manage large IT projects, including the ability to supervise, monitor, and evaluate projects; evaluate IT investments and provide accountability for how the financial resources are used and how security controls are implemented; and oversee Business Process Reengineering and problem solving related to complex IT implementations.

    PTQ 2 - Demonstrated experience and understanding in applying rules and/or regulations in IT, including, IT security, or related areas in a Federal, State, or local government, nonprofit, or the private sector.

    PTQ 3 - Demonstrated understanding of, and experience working on, technical issues in multiple IT disciplines, including high performance computing, virtualized and distributed systems, software engineering, networks, and telecommunication systems integration, emerging technologies architectures, outsourcing of IT systems, contract management for IT systems and services, building and facility requirements necessary to support complex IT systems, IT security, and/or transitioning legacy systems to cloud computing environments.

    Background Investigation: This position is designated as Top Secret/Secret Compartmented Investigation and requires that a background investigation be conducted and favorably adjudicated in order to establish security eligibility.

    Financial Disclosure: This position is covered under the Ethics in Government Act, which requires comprehensive financial disclosures from employees. The appointee will be required to file a Public Financial Disclosure Report (OGE-278), within 30 days after his/her appointment, and then annually thereafter.

    Qualifications Approval and Probationary Period: Persons newly selected for career appointment to the Senior Executive Service must have their executive core qualifications approved by an Office of Personnel Management Qualifications Review Board and will be required to serve a one-year probationary period.

    Mobility: Individuals selected for Senior Executive Service positions may be subject to reassignment across geographical, organizational, and functional lines.

    Direct Deposit: All Federal employees are required by P.L. 104-134 to have federal payments made by Direct Deposit.

    Drug Testing: Applicants tentatively selected for employment in any position are subject to designated and/or random pre-employment and employment urinalysis.
