Duties

The selectee will serve as an Attorney-Advisor in the Office of the Chief Counsel. Typical work assignments include:
  • Performing legal research, providing oral and written advice and counsel, and preparing memoranda related to complex factual and legal issues in the Administrative and General Law section of the Office of Chief Counsel.
  • Representing the Secret Service in administrative forums such as the Equal Employment Opportunity Commission (EEOC) and the Merit Systems Protection Board (MSPB).
  • Developing legally sound approaches and providing advice regarding sensitive matters, such as employee misconduct and security clearance issues, investigations of misconduct, proposed disciplinary actions, and investigations of equal employment discrimination complaints.
  • Developing or overseeing the development of legal positions, legislative proposals, policies, and operations affecting the agency and recommending legal approaches regarding novel issues for which the importance of the legal action/position as precedent is highly significant.
  • Providing litigation support to the U.S. Department of Justice and United States Attorney's Offices, to include support regarding discovery matters in federal civil litigation.
  • Providing training on the legal aspects of personnel and employment matters and in various other areas of the law that impact the Secret Service's mission.
  • Providing legal services and advice in the areas of personnel law, the Federal Tort Claims Act, garnishments, Equal Employment Opportunity laws, employee discipline, the Freedom of Information Act, and the Privacy Act.

This Attorney-Advisor position starts at a salary of $74,950 (GS-11, Step 1), with promotion potential to $164,102 (GS-14, Step 10).

  • The person selected for this position may be subject to a one-year trial period.


Qualifications

  • Experience as a judicial law clerk or a practicing attorney with experience in employment litigation is preferred. Experience defending administrative agencies in federal-sector employment cases, including experience practicing before the EEOC or MSPB, is beneficial.
  • Applicants must demonstrate sound judgment and exceptional written and oral communication and interpersonal skills.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Applicants must be a graduate of a law school accredited by the American Bar Association and an active member in good standing of the bar of a state, territory of the United States, or the District of Columbia.
