Duties

As a PROGRAM ANALYST at the GS-0343-13/14 some of your typical work assignments may include:
  • Serves as an OI Program Management Analyst in the Program Management Office (OI-PM).
  • Supports the development and implementation of measures that improve directorate-wide acquisition practices by reducing barriers and streamlining processes.
  • Plans, manages, and directs work for an assigned portfolio of OI in support of the directorate.
  • Develops short and long-range goals and acquisition program objectives for assigned portfolio.
  • Reviews, analyzes, and evaluates current acquisition programs to determine the adequacy of projects' performance, cost, and schedule.
  • Proactively identifies acquisition vehicles to support portfolio requirements.
  • Serves as a Contracting Officer's Representative (COR) for contracts and task orders supporting assigned portfolio.
  • Maintains records concerning related contracts and execution (contract deliverables, government-furnished property, etc.).
  • Serves as a Contracting Officer Representative (COR) and manages various highly complex projects; provides technical advice to the customers and contractors.
  • Monitors contractor performance to ensure compliance with project management plan, contract/task order, and compliance with pertinent regulations.
  • Reviews and officially approves progress reports, technical reports, and other deliverables which require Government approval, verifying/certifying inspections; and notifying the Contracting Officer of unsatisfactory performance.
  • Oversees contractor management of project resources, manages project finances, and supporting staff.
  • Defines technical and contractual requirements associated with customer need.
  • Prepares acquisition strategy to satisfy customer needs that follows best acquisition practices.
  • Leads project reviews/evaluations and serves as a point of contact and resource to the directorate.
  • Develops and maintains productive partnerships with key stakeholders, support staff, and other agency employees.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
  • Experience working with customers to: assess needs and project requirements, resolve customer problems, satisfy customer expectations and provide quality customer services.
  • Experience providing leadership to an ad hoc team, a matrixed team, and/or integrated project team (IPT), to effectively and efficiently manage projects from inception to closeout including developing, coordinating, and implementing operations and technical activities and requirements.
  • Experience with laws and regulations governing acquisitions in the Federal government. This includes detailed knowledge of the federal acquisition process to ensure the technical accuracy and applicability of products and services furnished by the private sector.
  • Experience in preparing high-quality written documents, such as statements of work, performance work statements, reports, project plans, and technical analyses.
  • Experience integrating and developing project methodologies to meet complex project objectives; managing several concurrent projects and/or competing priorities.

You may qualify at the GS-13, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
  • Experience with project management skills needed to ensure projects meet identified objectives, are completed on schedule, and offer well-supported and technically sound conclusions and recommendations.
  • Experience preparing high-quality written documents, such as statements of work, reports, project plans, technical analyses, etc.
  • Experience communicating orally, including briefings and informal presentations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

Incumbent may be required, at the convenience of the government, to perform extensive temporary duty travel (20% or more), both within and outside of the Continental United States, by either government or commercial air transportation, and encouraged to use government quarters and messes at Temporary duty stations when available, in accordance with the provisions of the Joint Travel Regulations.

This is an Acquisition Workforce position in the Program Management career field. The incumbent is required to become certified, Level II in the applicable career field within 24 months, unless a position requirements waiver is approved to extend the 24 months. The incumbent must obtain a minimum of 80 continuous learning points (CLPs) for every 2 year CLP period, with a goal of at least 40 annually.
