Duties

The Budget Division seeks a self-motivated Budget Analyst (entry level or experienced professional) to perform a wide variety of budget analyst duties in support of the financial management of the Judiciary. The Budget Division prepares the Judiciary's annual budget request to Congress; oversees the execution of the Judiciary's budget; allocates resources; monitors spending; and produces special analyses, financial projections, and reports on Judiciary budget issues. The Division's work includes budget formulation, budget execution, and program budgeting and analysis, including the development of analytical and policy products which directly improve fiscal responsibility, accountability, and efficiency. Applicants should be knowledgeable about the federal budget process and also possess strong writing and quantitative skills to prepare budgetary, analytical, and policy documents. This position is in the Budget Formulation Branch. Responsibilities include:

At Entry Level:
  • Assisting with the development of components of the Judiciary's annual budget requests, justifications, and re-estimates to Congress, including drafting strong supporting narratives, tables, and graphic displays.
  • Assisting in reviewing, analyzing, and preparing budget estimates for one or more national programs.
  • Assisting with preparing a variety of written documents such as budget justifications, agenda items, analytical reports, and policy documents.
  • Collaborating with internal stakeholders on a wide range of budget formulation and execution issues.
  • Performing analyses of judiciary program spending, including projections of current or proposed spending.
  • Working with program staff as well as other staff within the Budget Division on a variety of team projects.
  • At Full Performance Level:
  • Leading the development of complex components of the Judiciary's annual budget requests, justifications, and re-estimates to Congress, including drafting strong supporting narratives, tables, and graphic displays.
  • Reviewing, analyzing, and preparing budget estimates for one or more national programs.
  • Conducting complex quantitative and qualitative analyses of Judiciary programs.
  • Preparing a variety of written documents such as budget justifications, decision memoranda, agenda items, analytical reports, and policy documents for the Director, the Deputy Director, judicial officers, members of Congress, the Budget Committee, and other senior management officials with the purpose of turning complex data into high level information appropriate for a wide variety of audiences.
  • Leading briefings for managers of national programs to discuss budget formulation, budget execution, and other programmatic issues.
  • Collaborating with internal and external stakeholders on a wide range of budget formulation and execution issues.
  • Participating in the development of the Judiciary's national financial plans.
  • Performing analyses of judiciary program spending, including projections of current or proposed spending.
  • Participating in the execution of annual spending plans, and monitoring expenditures and preparing regular reports and executive summary information on those plans.
  • Working with program staff as well as other staff within the Budget Division on a variety of team projects.

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    At Entry level: Specialized Experience: Applicants must have at least one year of specialized experience which is in or directly related to the line of work of this position. Specialized experience for this position is demonstrated experience directly related to the formulation, execution, and evaluation of complex budget programs.

    Education: If you are using your education to qualify for the specialized experience requirement, you must submit a copy of your transcripts or an itemized list of courses (which includes equivalent information from the transcript e.g., course title, semester/quarter hours, and grade), from an accredited college or university, with a major in a field that provided you with the knowledge, skills, and abilities necessary to do the work of this position. This information must show superior academic achievement. Superior academic achievement is defined as a 3.5 GPA in your major or an overall GPA of 2.9. (TRANSCRIPT REQUIRED)

    Evaluation of Foreign Education : Evaluation of Foreign Education: Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants must provide the following in order for foreign education to be acceptable: A copy of the letter containing the results of the equivalency evaluation; the type of education received; the level of education in relation to the U.S. education system, and state that its comparability recommendations follow the general guidelines of the U.S. National Council for the Evaluation of Foreign Educational Credentials; the content of the education program earned abroad and the standard obtained; the status of the awarding foreign school's recognition and legitimacy in its home country's education system; information on what the evaluation service did to obtain this information; and any other information of interest pertaining to the assessment/evaluation of the foreign education. Failure to provide required/sufficient documentation will result in lost consideration.

    At Full Performance Level: Specialized Experience: Applicants must have one year of specialized experience (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience for this position is demonstrated experience directly related to the formulation, execution, and evaluation of complex budget programs.
