The incumbent will ensure adequate and appropriate end-user representation in the development of national software systems for electronic filing, case management, and public access and will study target users to collect and analyze data that will help inform the product design process. They will develop and maintain a framework for populating different user communities of hands-at-the-keyboard users who will provide input into the software design process and will also help software development teams and user researchers work with those communities to help gather that input. The incumbent will thereby help ensure user interviews and other user-centered strategies are effectively used to refine product requirements and validate them at regular intervals, to ensure that the final deliverables are fit for the corresponding business purposes.

Duties may include, but are not limited to:
  • Coordinating user research used to identify and communicate user requirements and priorities, resolve issues, and develop creative solutions.
  • Scoping, planning, and executing user research that helps development teams better understand stakeholder needs, to inform improvements to the case management system, services, processes, and programs.
  • Developing and maintaining a framework for populating and engaging with user communities to support software development.
  • Overseeing appointment processes for user communities and otherwise supporting their operations.
  • Leading user representatives assigned to work with DevSecOps teams and coordinate cross-functional teams.
  • Serving as a subject matter expert to facilitate Human Centered Design (HCD) and user research, working closely with leaders and representatives of the court community to support their understanding of relevant mindsets, methods, and approaches.
  • Coordinating with development teams to ensure stakeholder needs are being met.
  • Supporting design synthesis activities, generating insights and opportunities for improvement.
  • Communicating research findings through a variety of formats (such as insight reports, stories, videos, storyboards, etc.) to maximize relevance and impact.
  • Contributing as part of a multi-disciplinary team comprised of subject matter experts, business analysts, developers, product owners, and more under tight timelines.

  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Specialized Experience : Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated management experience and IT-related competencies, to include being detail-oriented, having customer service experience, and having excellent oral and written communication, and problem-solving skills.

    Desired but not required:
    • At least 5 years of experience developing requirements or supporting users in a software development environment.
    • Leading and managing teams as a practitioner of Human Center Design (HCD) or other HCD methodologies.
    • Knowledge of courts and public users' requirements for case management and case filing systems.
    • Experience working with Agile teams and a proven ability to handle open-ended problems and support early product definition


    This position does not require education to qualify. However, a bachelor's (4-year) degree in computer science, business, or a related area is highly desired.
