Works as part of the Adult and Aging Division for the Adult Services and Adult Protective Services program areas.

Under the general direction of the Assistant Division Director,
  • Provides oversight of the Adult Services, Adult Protective Services, and Home Care Unit program areas.
  • Oversees, plans, organizes, directs, monitors and evaluates program goals and objectives. Provides direct supervision and guidance to the managers charged with daily operations in the three program areas to ensure compliance with applicable federal, state, and local laws, regulations, policies and procedures, as well as effective and quality service delivery.
  • Consults with the Assistant Division Director regarding program development, monitoring and surveying of services, strategic planning, design and redesign of programs, initiatives, and personnel management.
  • Oversees and directly supports conflict resolution and change management among employees and programs.
  • Facilitates a team-based, participatory work environment aimed at professional growth, and supports clinical service delivery for case carrying program staff.
  • Collaborates and partners with County programs, Health and Human service agencies and community stakeholders to identify and address client and community needs and in the delivery of services, and planning for future programming.
  • Establish standards for quality work, staff selection and retention.
  • Oversee the evaluation of service delivery by contractors.
  • Serves as an Adult Services and Adult Protective Services representative at the local, state and national level upon request. Presents program and division level presentations to the department, county and community groups.
  • Maintain current knowledge of aging trends, state initiatives and best practices to plan strategically for division programing. Provides analysis and input on the Adult and Aging budget and monitors and manages program expenditures.
  • Provide oversight and direction in establishing standards and measures to evaluate service delivery and to monitor performance. Analyzes existing programs and services to modify and to initiate new services.
  • Coordinate across department sector to respond to the community and maintain quality customer service.
  • Provides back up support to the Assistant Division Director in their absence and works closely with the DFS Senior Management Team on departmental initiatives.
  • Performs other duties in support of the DFS mission, goals, and objectives as needed and/or assigned.

Effective July 2, 2022, compensation plans will be increased by 4.01% (market rate adjustment).

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:(Click on the aforementioned link to learn how Fairfax County interprets equivalencies for “Any combination, experience, and training equivalent to”)
Graduation from an accredited four-year college or university with a bachelor's degree in social services or human services, or with major course work in a specialty that confers within a community-based service delivery setting (for example, child development and family studies, education, public administration, recreation), or other related field; plus five years of professional experience in the social services, human services, or other community-based service delivery service or setting; two of which included supervising professional staff. A master's degree in an appropriate field may be substituted for one year of the required experience.

CERTIFICATES AND LICENSES REQUIRED:
None.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, and a Child Protective Services check to the satisfaction of the employer.
All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs may be subject to a weekly testing requirement. Vaccinated employees and employees with a medical or religious exemption will complete the attestation online on their first day of employment or shortly thereafter.

PREFERRED QUALIFICATIONS:
  • Master’s in Social Work degree
  • 5 years’ experience in Adult Services or Adult Protective Services program areas
  • Licensed Clinical Social Worker
  • 5 years’ experience supervising staff
  • Prior experience working in public, state or local social services agency


PHYSICAL REQUIREMENTS:
Ability to lift up to 10 lbs. Ability to walk, negotiate or traverse property sites that may be undergoing construction or having terrain that is not level. Sufficiently mobile to work with clients, service providers, and community groups outside the office. Ability to communicate clearly and concisely, both orally and in writing. All duties performed with or without reasonable accommodations.
