The Fairfax-Falls Church Community Service Board (CSB) is seeking a dynamic senior-level administrator to:
  • Provide leadership and supervision of directly operated residential programs to individuals with serious mental illness, and individuals with developmental disability.
  • Oversee a staff of approximately 130 full and part-time positions (not including relief staff) supporting: 6 group homes and 1 apartment program for 28 adults with developmental disability, and 52 bed scattered site supervised residences and 130+ individuals in supportive residential (drop in) services for individuals with serious mental illness. Positions include program managers, program coordinators, program supervisors, direct support and case management staff, a nursing supervisor, RNs, and LPNs.
  • Collaborate on contract services for community based assisted living, ICF, Group Home, Apartment, Drop-in, Respite, and other home and facility-based residential services.
  • Coordinate and oversee system's initiatives that pertain to both service area and cross service areas.
  • Establish and maintain collaborative internal and cross-agency relationships that enhance both service area and systemwide service delivery.
  • Plan, administer, direct, and implement program changes and assure integration of program functions.
  • Provide senior service and administrative program supervision and case consultation in complex high-profile service/clinical situations.
  • Represent the CSB and liaison with county, regional and state committees, governing boards, and advisory committees and act as CSB Administrator On Call.
  • Oversee and conduct program utilization and quality review within an Electronic Health Record and by other tracking means and measures and ensure program meets Fairfax County, CSB, Medicaid/Medicaid Waiver, state licensure and other regulatory compliance standards.
  • Assure program meets all current agency and state strategic and best practice goals and objectives and performance metrics while keeping informed of and planning for implementation of upcoming regulatory changes.
  • Manage a several million-dollar service area budget.
  • Evaluate program effectiveness and ensure efficient service delivery, while developing plans to address identified gaps in services.
  • Coordinate with multiple service areas, agencies, and community stakeholders to ensure quality service delivery to individuals and families.

  • Plans, administers, directs and implements various programs of the major service area which may include a wide range of specialized prevention, diagnostic and treatment services;
  • Assures integration of program functions across similar program areas within CSB system;
  • Ensures senior clinical and administrative program supervision;
  • Provides consultation to the leadership of the CSB;
  • Provides liaison with county, regional, and state agencies; governing boards; and advisory committees, representing the CSB on various committees, work groups and projects;
  • Develops and maintains cooperative relationships with community groups and agencies such as nonprofits, contractual services, or public schools;
  • Establishes and participates in consultative and educative planning with community agencies, groups, coalitions, and schools;
  • Develops and implements internal policies and procedures to enhance treatment effectiveness and efficiency, coordinating with other service directors and CSB executive leadership, ensuring consistency across the CSB and compliance with county, state and federal regulations;
  • Disseminates, clarifies, and interprets county and CSB policies and procedures;
  • Assures programs meet all agency and state goals and objectives, as well as complies with all applicable licensing and funding mandates, standards, and regulations;
  • Develops and manages budget for the assigned service area, consulting with the assigned financial staff;
  • Authorizes and reviews program expenditures, identifies potential budget shortfalls, and writes consideration item proposals as requested for program expansion and revenue enhancement, consulting with the Enterprise Services Director;
  • Evaluates programs to ensure effective and efficient service delivery and develops plans to address identified gaps in services;
  • Oversees clinical and non-clinical services for quality and effectiveness;
  • Provides clinical consultation and organizational guidance for high-risk cases;
  • Advises staff and supervisors on difficult and complex cases;
  • Manages and allocates resources within the service area to meet program or workload demands;
  • Coordinates with multiple service areas and agencies to ensure quality client service delivery;
  • Provides research information and statistical data to federal, state, and county authorities;
  • Provides support to the Director of Partnerships and Business Development in identifying funding and grant opportunities and may take the lead or assist in the application process;
  • Manages grant awards, including program development, implementation, evaluation, and reporting;
  • Directs the establishment and monitoring of contract levels for state performance contract.


Required Knowledge Skills and Abilities

  • Knowledge of principles and practices of public administration, including personnel, budgeting, accounting, and management analysis, and ability to apply them in overseeing a variety of services;
  • Skill in solving problems and resolving conflicts;
  • Ability to integrate services with other service areas;
  • Ability to develop and implement departmental goals and objectives;
  • Ability to interpret the impact of physical and psychotropic medication on clients;
  • Ability to compile and analyze data and draw sound conclusions;
  • Ability to develop and evaluate programs;
  • Ability to manage the work of a large staff through subordinate managers and supervisors;
  • Ability to develop and maintain effective working relationships with subordinates, co-workers, county officials, public and private sector organizations, community groups and the general public;
  • Ability to communicate effectively, both orally and in writing.


Employment Standards

MINIMUM QUALIFICATIONS:

Graduation from an accredited college with at least a bachelor's degree in social work, psychology, sociology, counseling or nursing (or, for certain positions providing services to children and adolescents, a bachelor's degree in special education) plus seven years of related clinical and administrative experience

or

a master's degree in social work, psychology, sociology, counseling or nursing (or, for certain positions providing services to children and adolescents, a master's degree in special education) plus six years of related clinical and administrative experience

or

a doctoral degree in psychology, social work, counseling or nursing plus five years of related clinical and administrative experience.

Clinical experience means providing direct clinical services to individuals with mental illness and includes supervised internships, practicums, and field experience.

CERTIFICATES AND LICENSES REQUIRED:
  • Driver's License (Required)
  • Medication Administration Assistance (VA) (Required within 3 months)

NECESSARY SPECIAL REQUIREMENTS:

The appointee to this position will be required to complete a criminal background check, a Child Protective Services Registry check, a driving record check, and sanction screening to the satisfaction of the employer. A TB screening upon hire and annually thereafter.

This position is emergency/essential services personnel. (Required to report for duty during inclement weather and/or other emergencies.)

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. PREFERRED QUALIFICATIONS:
  • Extensive experience with Medicaid, Medicaid Waiver, and other 3rd party insurance reimbursement.
  • Extensive experience managing supervisors.
  • Experience overseeing budgets, contracts, and other fiscal responsibilities.
  • Experience working in a behavioral health and developmental disability setting.
  • Master's degree in behavioral health field.

PHYSICAL REQUIREMENTS:
Ability to attend meetings and maintain attention during the day and evening. Ability to drive to multiple locations in the county and use keyboard driven equipment. All duties performed with or without reasonable accommodations.
