Manager, CRA Strategy & Program Management

Within Capital One, External Affairs (EA) is an organization dedicated to delivering on Capital One's Mission by strengthening our reputation, deepening our relationships in our communities, managing engagement with the federal bank regulatory agencies, and serving as Capital One's voice in the legislative and political processes at the federal, state and local levels. The EA organization comprises CRA Strategy & Program Management, Government & Policy Affairs, Regulatory Relations, Corporate Communications, Community Finance, Community Impact & Investment, and EA Strategy & Engagement.

The CRA Strategy & Program Management Data Analysis team is looking for a self-starting, analytical, and enthusiastic Manager to play a critical role in contributing to the company's goal of continuing our track record of outstanding CRA performance. The ideal candidate will analyze data and generate reports for CRA strategy planning, performance monitoring and examination preparation, in addition to playing a key role in helping manage the Data Analysis team's risks and controls.

Key Responsibilities:
  • Analyzing lending, investment and services data from a variety of business lines for the purpose of CRA performance monitoring.
  • Generating data files, reports, and presentation materials for bank executives, senior management, the board and bank regulators.
  • Acting as a CRA subject matter expert to internal business partners.
  • Working with the technology team to improve work efficiency and automate current reporting processes.
  • Overseeing the controls and risk management responsibilities for the Data Analysis team.
  • Providing assistance and actively participating in CRA projects and other initiatives, e.g. CRA examination, CRA Reform, Corporate Responsibility Report, audit, etc.


A successful candidate will have:
  • Strong analytical, problem-solving, and research skills, particularly in handling large datasets.
  • Fluency with databases, spreadsheets and presentations, including pivot tables, basic formulas, and charts.
  • Programming and data visualization skills are preferred.
  • Strong oral and written communication skills, with ability to transform complex concepts or ideas into simple, easy-to-understand formats, e.g. charts, presentations, word documents, etc.
  • Strong organizational and project management skills.
  • Attention to detail.
  • Strong adaptability and learning skills.
  • Ability to work both independently as well as part of a team.
  • A creative mindset and demonstrated ability to think outside the box.
  • A positive attitude and strong work ethic. Motivated and passionate about the job. A strong desire to do great work in support of our communities.

Basic Qualifications:
  • Bachelor's degree or military experience.
  • At least 5 years experience in the field of data analytics or reporting.


Preferred Qualifications:
  • At least 3 years of experience in the Community Reinvestment Act (CRA) field.
  • At least 3 years of computer programming experience in databases or data analytics systems.
  • Knowledge and experience with CRA Wiz software or Tableau or other reporting tools.
