Duties

The incumbent will serve as the liaison to the Procurement Management Division (PMD), working with contracting officer representatives (CORs), project managers and cost estimators to develop standard operating procedures and provide expertise in the area of contract support. The incumbent will report to the Chief of SPD.

Duties include, but are not limited to the following:
  • Serving as the liaison between ASO and PMD; managing the ASO acquisition planning process and the ASO acquisition plan.
  • Serving as the ASO subject matter expert on acquisition and working closely with agency procurement management and staff, as well as ASO CORs and managers, to resolve acquisition-related problems impeding the accomplishment of projects, program goals and objectives.
  • Developing and monitoring internal controls and standard operating procedures (SOPs) for ASO in acquisition processes.
  • Enhancing and implementing ASO's acquisition policies, procedures, and providing guidance to relevant ASO COR and ensuring that COR training is kept up-to-date.
  • Maintaining a repository for ASO acquisition artifacts, SOPs, and internal controls processes.
  • Supporting the ASO acquisition process by establishing standards and reviewing ASO acquisitions documents such as market research, cost estimates, and statements of work.

  • If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.


  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Specialized Experience : Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience:
  • Working with appropriate subject matter experts to ensure acquisition policies and procedures are accurate and updated;
  • Planning and proposing methods for acquiring the type of data and information needed to ensure the organization's management programs/projects are measured and improved; and
  • Working successfully in a collaborative, team environment to address organizational challenges.
  • Desired But Not Required : A COR Level II certification.
