Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Acquisition, located in Arlington, VA.

Law enforcement positions are expected to report to their duty station on a daily basis. However, due to COVID-19, some positions in CBP are currently in an expanded telework posture. If selected, and you are given an entrance on duty date you will be provided additional information on the reporting requirements of your position. Joining Customs & Border Protection (CBP), Office of Acquisition, will allow you to provide support and advice on various aspects of acquisition. This position starts at a salary of $89,834.00 (GS-12, Step 1) to $116,788.00 (GS-12, Step 10) with promotion potential to $116,788 (GS-13 Step 10). In this Management and Program Analyst position you will become a key team member of Homeland Security professionals, involved in reviewing, maintaining, and providing operational data; assisting policy-makers in developing, evaluating, analyzing, and interpreting policies; implementing and executing program plans; analyzing administrative aspects of mission-orientated programs; making recommendations; applying new hypothesis and concepts to improved effectiveness and efficiency of operations; and resolving complex policy questions all related to acquisition. Typical Work assignments include:
  • Developing, and implementing business planning, cost estimating, budget planning/execution, reviewing and analyzing proposed and approved acquisition initiatives;
  • Planning and conducting special studies, providing advice to managers and preparing acquisition documents;
  • Developing, implementing, and monitoring management information systems for the analysis and tracking of program data and performing analysis on information;
  • Developing briefings, presentations, and whitepapers for use by senior PM, PMO managers or HQ acquisition staff; and representing organization at staff or working group meeting; and
  • Performing analysis, reviewing of CBP acquisition programs, and their related documentation, and providing recommendations for actions that align with related acquisition management policies, procedures, directives, and best practices.

Qualifications

Specialized Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
  • Knowledge of acquisition management policies and processes to plan and oversee acquisition programs or support to HQ acquisition staff;
  • Developing and maintaining an repository and/or an organizational process asset library for the availability of information to multiple users; and
  • Microsoft Office skills to include MS Project and MS Access.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must:
  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
  • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 07/06/2022.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
  • Working for the U.S. Government as a federal civilian or as a member of the military
  • A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
  • Participation in a study abroad program sponsored by a U.S. affiliated college or university
  • Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. DHS Acquisition Certification: This is a DHS acquisition certification-covered position. This position requires FAI FAC-P/PM Mid-Level Program Management certification with DHS P/PM Specialization, or the ability to obtain this certification within 18 months of placement.
