Duties

The incumbent serves as the principal advisor and consultant to the NDU President and senior leadership, reporting through the Chief Operating Officer, on all matters affecting the University's Information Technology (IT) enterprise. The CIO serves as the University's leader and advocate for information management and employment of IT with responsibility for planning and implementing a safe and secure IT environment that meets both academic and enterprise business support requirements. The CIO formulates and operationalizes the NDU strategic plan in the IT domain and acts as the Chair of the NDU Information Technology Strategy Council (ITSC).
  • Conducts planning and assessment of NDU enterprise informational technology in support of business support requirements, academic programs and their accreditation. Develops and executes a strategy for the operation, modernization, and sustainment of an effective, efficient and secure NDU Enterprise Information System (NEIS).
  • Directs the full spectrum of information technology functions including network operations, information assurance, cybersecurity, enterprise services, application development and academic technology, compliance with the Information Technology Management Reform Act of 1996, and fulfillment of the regulatory requirements outlined in the Clinger-Cohen Act.
  • Performs supervisory oversight responsibilities for several branches, to include performance management, coaching, mentoring and employee professional development. Ensures alignment of ITD and individual employee goals with NDU's strategic objectives and priorities. Ensures that subordinate supervisors effectively carry out management's policies, provisions and objectives in the areas of EEO, career development, merit promotion, and management relations. Fosters strong customer service culture within ITD.
  • Responsible for developing comprehensive IT strategies integrating them within the planning, programming, budgeting, and execution (PBBE) processes.
  • Partners with external agencies such as the DoD CIO, Defense Information Systems Agency (DISA), Joint Staff DJ-6, and other academic institutions to ensure NDU IT related policies, programs, security, and operations are in compliance with all applicable requirements.
  • Serves as a champion of effective and efficient IT management strategies, philosophies and initiatives within the University. Crafts and delivers communications for internal and external stakeholders regarding IT related requirements and initiatives.
  • Enforces disciplined IT management practices and internal management controls that allow for effective and efficient IT services while minimizing security and operational risk.
  • Communicates with senior leaders representing other disciplines to infer IT requirements and expectations, conveying IT vision, strategies, direction and technologies to meet requirements and expectations.
  • Performs other duties and/or leads other projects as assigned; occasional travel may be required.

    Qualifications

    Basic Qualifications:
    • Experience directing multifunctional IT organizations and programs.
    Required Qualifications:
    • Minimum of 5 year experience providing leadership, management, and strategic vision and direction of/to multifunctional organizations.
    • Ability to use judgment, initiative and innovation to resolve complex challenges in a resource constrained environment and effectively manage institutional change both within the IT functional area and an entire organization.
    • Ability to evaluate complex legislative, policy and regulatory requirements and effectively integrated IT management aspects info organizational policy, plans, resource strategy and programs.
    • Ability to influence an organization's strategic planning and execution in order to ensure the concepts of equality, diversity, and inclusion are actively promoted.
    • Ability to develop diverse networks and alliances with internal and external stakeholders in order to achieve the strategic goals and objectives of an organization.
    • Ability to use data, evidence-based research, and metrics to make IT management decisions.
    • Ability to act with discretion, maintain confidentiality, and professional demeanor at all times and operate with the highest standards of professional and personal conduct.
    • Ability to successfully lead or serve as a member of cross-functional/component teams.
    • Ability to communicate complex concepts clearly and concisely orally.
    • Ability to design and implement streamlined business processes, program efficiencies, and cost saving initiatives.
    • Ability to set conditions for the establishment of a workforce culture that emphasizes responsibility and accountability, high standards of professional/personal performance and conduct, development, and teambuilding.
    Desired Qualifications:
    • Master's degree is desired in Information Systems Management, Computer Information Systems or Business Administration with a focus on Management of Information Systems or a related field.
    • Federal or DoD CIO, Information or Information Management Professional Certification; Project Management Professional (PMP) or equivalent.
    • Experience with network certification/accreditation and IT procurement of goods and services with DoD or the Federal government.
    • IT management experience in the joint, interagency, international, and multi-national environment, experience with Joint Professional Military Education (JPME), and familiarity with the U.S. Department of Defense.
    • IT management experience within a diverse organization with many internal and external stakeholders.


    Education

    Education Requirement: Bachelor's degree is required. Master's degree is desired; Information Systems Management, Computer Information Systems or Business Administration with a focus on Management of Information Systems or a closely related field.

    Official transcripts will be required at time of selection to verify educational requirements are met.

    This is a Title 10 Excepted Service Appointment for 3 years, with renewal options.

    Telework
    availability will be based upon the mission requirements and supervisory determination. Will coordinated per organizational policy.

    Recruitment or Relocation Incentive: Selectee may qualify for a recruitment or relocation incentive.

    Initial Probationary Period: You will be required to serve an initial probationary period of 18 months.

    Supervisory Probationary Period: 18 month probationary period is required regardless if the incumbent previously served in a probationary period status in the Federal government or at NDU.
