This position is being filled under Direct Hire Authority (DHA) in accordance with Section 1109 of FY 2020 NDAA; P.L. 116-92 and Section 9905 of title 5, U.S.C.

Incumbents typical work assignments may include the following:

- Furnish guidance on the development and improvement of programming/budgeting methods and assumptions of Defense activities so as to ensure the development of programs and budgets are on an objective basis and are correlated with the overall strategic goals and mission of the DoD.
- Formulate and recommend long-range budgetary requirements, based on established policies and concepts; for each fiscal year, formulate specific policies and basic assumptions directly applicable to the compilation and presentation of budgetary requests for all phases of assigned responsibilities to include contingency operations.
- Review and, as appropriate, raise Comptroller-related issues on Components' Program Objective Memoranda for consideration in the development of applicable program decision memoranda.
- Maintain direct contact with responsible officials of other Office of the Secretary of Defense (OSD) organizations to include General Counsel; the Components and their key budget and Comptroller officers and security assistance/cooperation experts; the Office of Management and Budget (OMB); other Federal agencies; and congressional staff of applicable oversight committees to ensure constant familiarity of assigned programs.
- Responsible for maintaining a general familiarity of activities for other major areas for which the incumbent does not have primary responsibility in order to substitute as necessary for the employee assigned that area of responsibility.

  • This position requires you to obtain and maintain a TOP SECRET security clearance.
  • This position requires a Level 3 Certification under the DoD Financial Management Certification Program and must obtain this certification within two (2) years of entry on duty into this FM position.


Qualifications

COVID-19 Vaccination: To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. Therefore, to the extent a Federal job announcement includes the requirement that applicants must be fully vaccinated against COVID-19 pursuant to E.O. 14043, that requirement does not currently apply. You may qualify at the GS-14 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-13 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to apply knowledge of the Department's Planning, Programming, Budgeting, and Execution process; knowledge of the Office of Management and Budget and Congress process; experience applying legislative and related policy guidance to determine the effects on budget programs; and financial experience working in one or more of the following areas supporting DoD's mission: (1) Military Personnel, (2) Operation and Maintenance, (3) Acquisition (Procurement and RDT&E), (4) Military Construction, (5) Family Housing, (6) Revolving and Working Capital Funds, (7) International programs supporting DoD activities or (8) Military Intelligence and Special Access programs.

You may qualify at the GS-15 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to GS-14 grade level in the Federal Service (experience may have been gained in the private sector) that demonstrates your ability to apply knowledge of the Department's Planning, Programming, Budgeting, and Execution process; knowledge of the Office of Management and Budget and Congress process; experience applying legislative and related policy guidance to determine the effects on budget programs; experience ensuring that budget formulation and execution activities correspond to Department's objectives and authorities; experience formulating and recommending budget requirements based on established policies and concepts; experience performing functions as a subject matter expert within your respective agency's input to the Congressional budget process; and financial experience working in one or more of the following areas supporting DoD's mission: (1) Military Personnel, (2) Operation and Maintenance, (3) Acquisition (Procurement and RDT&E), (4) Military Construction, (5) Family Housing, (6) Revolving and Working Capital Funds, (7) International programs supporting DoD activities or (8) Military Intelligence and Special Access programs

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

All qualifications requirements must be met by the closing date of this announcement and clearly documented in your resume.

PPP PILOT: The Washington Headquarters Service is currently operating under an approved reengineered Priority Placement Program (PPP) pilot for all positions in its serviced workforce.
