*Note: This is a Senior Level position (SL). Most senior level employees are in non-executive positions whose duties are broad and complex enough to be classified above GS-15. The position duties are primarily leading teams and projects, and do not meet the SES functional criteria.

The Chief of Staff (COS) position is located within the Justice Management Division (JMD), Washington, D.C. In that capacity, the COS will be responsible for advising, performing, and establishing or improving management and administrative practices and procedures, policy and substantive matters, to assist the JMD to meet mission objectives. The COS briefs management or policy officials on all relevant matters concerning JMD's programs and other activities related to the duties of the position. This includes leading special assignments related to fiscal responsibility, human resources management, information resources, IT management, security, and procurement. The COS acts as liaison with the Offices of the Attorney General, the Deputy Attorney General, the Associate Attorney General, the heads and Chiefs of Staff of DOJ Components, and the DAAGs within JMD.

The Chief of Staff serves in a highly confidential capacity to the Office of the Assistant Attorney General for Administration (AAG/A), or his or her designee, as the expert and overseer of Departmental matters pertaining to budget and financial management, personnel management and training, procurement, ethics, equal employment opportunity, information processing, telecommunications, security, and all matters pertaining to organization, management, and administration. This is a supervisory position and less than twenty-five percent of the incumbent's time will be involved in supervisory duties.

-- Assists the AAG/A with the day-to-day execution of his or her duties and responsibilities. Advises the AAG/A on substantive matters involving the advocacy of the Department's programs and policies and ensures that prompt and effective action is implemented. Oversees the management of the Office of the AAG/A, especially delegations of assignments and responsibilities to JMD DAAGs and other staff to determine and priorities daily business and ensure that the entire operation runs smoothly on an ongoing basis.

-- Executes objectives to support the continuous improvement of the JMD. Oversees business process changes across all divisions and leads the collaboration on complex business processes. Develops solutions for new and existing initiatives.

.-- Ensures timely staff review and monitoring of all memoranda, letters, reports, and other documents for the AAG/A, as well as serving as a liaison with leadership, primarily internal to the agency.

-- Oversees the planning, coordination, and execution of communication and deliverables for special projects and strategic initiatives on behalf of the AAG/A. These assignments may involve coordination with the various components, bureaus and/or legal divisions of the department.

-- Ensure projects related to the AAG/A strategic business goals are planned, managed and delivered effectively and on time. Has a broad responsibility for delegating to other staff members and holding staff accountable for assignments through general oversight; defining problems, opportunities, and issues; determining and analyzing relevant facts; determining when and in what issues should be brought to the attention of the AAG/A and making appropriate recommendations.

-- Represents the AAG/A on communications with JMD's DAAGs, principal officials of the Department, staff members, and high-ranking officials of other Departments.-- Serves as the AAG/A's representative in meetings concerning assigned projects. Advises the AAG/A on significant issues and outlines options and the consequences.-- Represents the AAG/A with the immediate staffs, as well as other officials of the Department. These contacts may include obtaining information on the status of programs and projects of immediate or continuing interest to the AAG/A. Provides AAG/A and Department leadership with recommendations and consultation to improve teamwork across the agency.

    Qualifications

    To qualify for the position of Chief of Staff, you must meet the mandatory technical qualifications (MTQ) listed below. Your responses to the MTQs should be addressed separately (separate document), not to exceed two (2) pages per MTQ.

    MTQ 1: Demonstrate an ability to plan, coordinate, and oversee the execution of projects to deliver the strategic priorities of a large agency or similar organization, while maintaining a cognizance and sensitivity of competing priorities.

    MTQ 2: Demonstrate experience and skill, in using project management software, and collaboration and automation tools, to plan and track projects. Ability to advise senior agency leadership on significant decisions and their consequences.

    MTQ 3: Demonstrate a combination of administrative expertise, management skills, and senior-level experience in a leadership Office of a Cabinet agency or like organization. Should bring a deep understanding of organizational effectiveness to engage with senior executives.
