Duties

The United States Transnational Organized Crime - Strategic Division (USCTOC-SD) is a multi-agency organization established to conduct whole-of-government strategic planning in support of the United States Council on Transnational Organized Crime (USCTOC) to counter transnational organized crime (TOC) threats. The USCTOC SD Secretariat, to which the detailee will be assigned, is responsible for coordinating and facilitating the following USCTOC-SD activities: policy taskings from the National Security Council, Congress and USCTOC Principals; engagements/activity with domestic and international partners; management of human resources, strategic communications, public affairs, visual information, protocol and other administrative functions as assigned by USCTOC Principals and the USCTOC SD Executive Director. The incumbent serves as a staff assistant to Executive Director of USCTOC-SD, performing a full range of administrative, research and analytical duties, a variety of liaison activities, and special assignments, as related to the missions and functions of the office.

The duties and responsibilities for an Executive Assistant, GS-0301-11/12, generally include, but are not limited to, the following:
  • Coordinates and composes as required responses in writing to general correspondence or inquiries addressed to the Executive Director, USCTOC-SD.
  • Arranges for the preparation of briefing materials, talking points, executive summaries, and reports to be viewed by Executive Director, USCTOC-SD.
  • Works closely with members of the USCTOC-SD staff, and with others outside the office, to track projects and to ensure implementation dates are met.
  • Maintains overall control of the Executive Director, USCTOC-SD schedule.
  • Exercises good judgment in scheduling interviews, meetings, trips, and conferences to be attended by the Executive Director, USCTOC-SD.
  • Establishes and maintains effective liaison contacts among agencies participating in the USCTOC-SD and outside organizations, in order to gather and verify various kinds of data and information.
  • Utilizes standard computer programs (i.e., Microsoft Office Suite) to develop and maintain electronic files and Word processing documents to prepare various types of issue and project papers, PowerPoint presentations, and spreadsheets that concisely presents findings and recommendations.
  • Communicates effectively both orally and in writing in order to provide a consistently high level of professional liaison with USCTOC-SD senior leadership and outside agencies and organizations.
  • The incumbent must be constantly alert to varying circumstances, confidentiality of data, and sensitivity of issues.
USCTOC may also add other duties as assigned once you are detailed, based on what is included and allowed by the position description.

Conditions of Employment

  • You must be a United States Citizen or National.
  • You may be required to undergo a security/background investigation and a drug screening.
  • This would be a one-year detail, with the possibility to extend up to three years.
  • Must have a Top Secret/Sensitive Compartmented Information clearance.
  • COVID vaccination status may be requested for the purposes of implementing workplace safety protocols.


Qualifications

Eligible candidates must be currently employed within an agency under one of the following USCTOC member Departments: Department of Justice, Department of Homeland Security, Department of State, Department of Treasury, Office of the Director of National Intelligence, or Department of Defense.

Desired Qualifications
  • Excellent written and oral communication skills.
  • Experience working in an inter-agency setting.
  • Ability to serve as a liaison and provide "reach-back" to their department and/or agency.
  • Preferred GS-12 within the 0301 series; high performing GS-11s will be considered.
  • Top Secret/Sensitive Compartmented Information clearance.
