Duties

The USCTOC SD Secretariat, to which the detailee will be assigned, is responsible for coordinating and facilitating the following USCTOC-SD activities: policy taskings from the National Security Council, Congress and USCTOC Principals; engagements/activity with domestic and international partners; management of human resources, strategic communications, public affairs, visual information, protocol and other administrative functions as assigned by USCTOC Principals and the USCTOC SD Executive Director.

The primary purpose of this position is to develop original designs, concepts, and visual styles for USCTOC-SD through publications, exhibits, presentations, and websites using various software design programs to deliver the intended message for multiple audiences and/or that reduce the cost of production, installation, or maintenance of a broad inventory of visual products. Work includes graphic art production, visual information design, publication design, SharePoint design, printing coordination, and a variety of visual information graphic designs.

The duties and responsibilities for a 1084 Detail Opportunity (NTE 1-year) Visual Information Specialist (VIS) generally include, but are not limited to, the following:
  • Responsible for leading the development of visual products for use in publications and presentations and/or depiction of intelligence and planning related products.
  • Serves as a SME to incorporate communications and visual media, responsible for developing and coordinating the following (but not limited to): design, visual, and electronic media products; implementing a comprehensive visual information program in support of intelligence and planning related topics on behalf of the USCTOC-SD.
  • Develops graphic art production, visual information design, publication design, SharePoint and web page design, printing, development of handouts, charts, graphs, and brochures on behalf of the USCTOC-SD.
  • Understands and applies in depth knowledge of design and desk top publishing and applies specialized computer skills proficiently to enhance visual products and presentations.
  • Coordinates visual products with USCTOC-SD senior leadership, staff members and other outside agencies in support of plans and projects.
  • Helps determine the theme, message, design, format, and size of projects based on the complexity of the subject matter to be conveyed, availability of resources and material and support personnel, and the interest levels of the intended audience.
  • Updates SharePoint pages for USCTOC-SD. Works closely with web coordinator to assist as needed. Uses a wide range of subject matter expertise, design ability, and communication skills in the execution of designing and producing internal and external informational materials for SharePoint, Web and for print using USCTOC-SD guidelines.
  • Extensive knowledge and use of visual production programs, including, but not limited to Adobe Creative Suite and Microsoft Office Suite, to create presentations and content for digital and hard copy distribution.
  • Comprehensive knowledge of the visual information field including illustrations, computer graphics, videos, still photography and multi-media design techniques to support visual products requirements and evaluate visual products prepared by outside personnel.
  • Ability to collaborate within a team, subject matter experts, and with management to conceptualize and design products in a variety of media and achieve desired goals.
  • Ability to communicate orally and in writing to describe concepts, processes, issues, technical advantages, and disadvantages of various formats, styles, media, and methods of reproduction; suggesting those that will best meet the information objectives of each project.
  • Ability to review, acquire, and/or create and incorporate appropriate images, charts, diagrams, infographics, and other graphic material to enhance text with minimal benefits from established formats and/or templates. Demonstrates ability to meet very tight deadlines.
  • Performs other visual information duties as assigned.
USCTOC may also add other duties as assigned once you are detailed, based on what is included and allowed by the position description.

Requirements

Conditions of Employment

  • You must be a United States Citizen or National.
  • You may be required to undergo a security/background investigation and a drug screening.
  • This would be a one-year detail, with the possibility to extend up to three years.
  • Must have a Top Secret/Sensitive Compartmented Information clearance.
  • COVID vaccination status may be requested for the purposes of implementing workplace safety protocols.


Qualifications

Eligible candidates must be currently employed within an agency under one of the following USCTOC member Departments: Department of Justice, Department of Homeland Security, Department of State, Department of Treasury, Office of the Director of National Intelligence, or Department of Defense.

Desired Qualifications
  • Experience working in an inter-agency setting.
  • Ability to serve as a liaison and provide "reach-back" to their department and/or agency.
  • Preferred GS-12 within the 1084 series; high performing GS-11s will be considered.
  • Top Secret/Sensitive Compartmented Information clearance.
