Duties

Duties include but are not limited to:

Monitors and makes work assignments, providing input on performance.

Resolves daily workplace issues and maintains efficient workflow.

Assures coverage of all areas of responsibility; conducts ongoing reviews to ensure quality of work; ensures accurate and timely scheduling of appointments.

Provides guidance to staff members to include changes in policies and procedures

Distributes and balances workload; creates and maintains employee work schedules.

Orients and provides on-the-job training for new and current employees; ensures all training requirements are met.

Organizes the work structure of assigned areas; and acts as liaison between MSA and staff in order to resolve day to day conflicts.

Plans and organizes work with general assistance from the supervisor as to meet local and VA-­wide time facilities to complete analysis requirements, reports and special assignments and only refers to the non-routine and high technical problems to his/her supervisor.

Reports backlogs, difficulties in meeting deadlines, uncooperative physicians, or difficulty in securing information from clinicians or the record.

Communicates with physicians, case managers, and other allied health professional staff using sound interpersonal skills and is constantly aware of the sensitive information.

Works independently making decisions based on guidelines, precedents and regulations and performs duties in such a manner that only minimal supervision is required.

Communicates and treats customers in a courteous, tactful, and respectful manner.

Provides the customer consistent information according to established policies and procedures.

Handles conflict and problems relating to the customer in a constructive and appropriate manner.

BASIC REQUIREMENTS

Citizenship:
Citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3.g.)

Experience and Education:

Experience. Six months experience of clerical, office, [customer service], or other [administrative] work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; OR,

Education. One year above high school; OR,

Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable.

Certification. None required.

Grandfathering Provision. All MSAs employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series, and grade held, [which] are [a] part of the basic requirements of the occupation. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply:(1) Such employees may be reassigned, promoted, or [changed to a lower grade] within the occupation.(2) Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard.(3) If an employee who was converted to [Title] 38 hybrid status under this provision leaves the occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation.

Foreign Education. To be creditable, education completed outside the U.S. must have been submitted to a private organization that specializes in the interpretation of foreign educational credentials and such education must have been deemed at least equivalent to that gained in conventional U.S. programs.

Grade Determinations:GS-07: Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-06). Specialized experience equivalent to the GS-06 grade level is having specialized administrative judgment and flexible use of a wide range of clinical flow processes relating to access to care across multiple clinics, specialties, and/or care in the community resources. Recommends changes to existing clinic procedures based on current administrative guidelines. Expertise in utilizing numerous advanced patient systems in support of multiple clinics involved in an interdisciplinary coordinated care delivery model. Coordinates with the patient care team to review clinic appointment availability utilization to ensure that clinic schedules are closely monitored to effectively support the needs of the clinics and makes adjustments as necessary.

In addition to meeting the required specialized experience above you must fully meet all knowledge, skills, and abilities below:
  • Advanced knowledge of medical terminology and a wide range of clinical flow processes relating to access to care across multiple clinics, specialties, and/or community resources.
  • Ability to utilize numerous advanced patient systems in support of multiple clinics in an interdisciplinary setting.
  • Ability to organize work, set priorities, and delegate tasks/responsibilities in order to meet deadlines.
  • Skill in communicating with individuals to obtain the desired effect and coordinating with a variety of interdisciplinary care team staff.
  • Ability to provide staff development and training.
  • Ability to manage staffing requirements, manage workflow priorities, and adjust the flow of work to meet team and patient needs. This includes the ability to follow-up on pending issues and demonstrate an understanding of the impact of incomplete work across multiple clinics.
  • There is no education substitution for specialized experience for the GS- 07 level.

    The actual grade at which an applicant may be selected for this vacancy is at the GS-7 level.

    Physical Requirements: There are no specific physical requirements. The work performed is predominately clerical in nature and requires no special physical standards. The work is usually performed in an office setting.

    Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
