The successful candidate will serve as the Senior Program Manager responsible providing senior level leadership, oversight, and expertise for IT information security programs and issues involving the most complex and difficult issues and problems that significantly impact licensed IT programs and functions. Functions as a senior technical authority for information security issues within the organization. Analyzes and evaluates information security functions concerned with integrated systems of IT programs and/or IT equipment. Provides expert technical advice, guidance, and assistance to management officials and other technical and program staff in planning, analyzing, developing, implementing, maintaining, and enhancing information systems security programs, policies, procedures, and tools. Reviews and approves policies and procedures for use throughout the licensed organization to ensure the reliability and accessibility of systems, and to prevent and defend against unauthorized access to systems, networks, and data. Prepares and presents information and briefings on critical, complex, or controversial information security issues and problems to senior level management officials and program staff. Reviews new and emerging IT developments and technologies to develop proposals and strategies leading to successful resolution of problems and issues. Develops and interprets information security policies, procedures, and strategies for use in developing and delivering secure IT services and systems. Responsible for open and close requirements for secure rooms within the Headquarters Complex.

To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the NRC will take no action to implement or enforce the COVID19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. The NRC will request information regarding the vaccination status of selected applicants for the purposes of implementing other workplace safety protocols, such as protocols related to masking, physical distancing, testing, travel, and quarantine.

You must meet the qualifications for this position by no later than 30 calendar days after the closing date of this announcement and before placement in the position.


In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.

The ideal candidate will be able to demonstrate the following:

Knowledge and experience in applying Industrial Security policy and procedures to licensee security operating experience.

Knowledge and experience in inspection methodologies, understanding complex industrial facilities, and ability to translate technical findings into understandable business language.

Knowledge and experience in protection of classified systems and facilities.

Ability to communicate information, ideas, and advice in a clear, concise, and logical manner, both orally and in writing, with various levels of authority, licensee staff, members of the public, representatives of professional groups or other Federal or State agencies and within the international community

Ability to work on investigative teams associated with fact finding of wrongdoing, mishandling of classified records, or other intended or mis intended activities associated with agency process for enforcement of regulations, or national policies, or laws associated with the protection of classified information

Additional information

The duty location of this position is Rockville, Maryland. In general, employees are expected to be in the office 4 days per pay period. Telework schedules are approved, on a case-by-case basis. If selected, telework will be determined in accordance with Agency policy and the Collective Bargaining Agreement, if applicable.
