Duties

As a Health Communication Specialist within HRSA's Office of Communication, you will support, develop, and manage HRSA's social media program.

Your major duties and responsibilities include:
  • Providing expert advice, technical assistance, and leadership in planning and developing a social media communication program, and identifying potential new ideas where appropriate.
  • Managing project teams and contractors from concept to launch on creating, implementing and maintaining HRSA's social media program, ensuring that the use of the social platforms match key target audience's use of the platforms.
  • Ensuring grammar, language, images, brand, and tone of all social posts match the goals of public health education campaigns, HRSA's style guide, and adhere to plan language and mobile first design standards.
  • Managing workflow of social content to ensure that all identified stakeholders review and comment on social media posts, including ensuring timely review and clearance of contact, sometimes with rapid turnaround times.
  • Coordinating, contributing, and executing content as part of OC rollout teams for HRSA announcements.

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

GS-12: In order to qualify for this position at the GS-12 level, your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service.

Examples of minimum qualifying specialized experience equal to the GS-11 level include performing the following types of tasks on a regular and recurring basis:
  • Interpreting health communications topics to create social media approaches for both lay and professional audiences.
AND
  • Using health communications social media channels to increase the impact of health program information and interventions.

GS-13: In order to qualify for this position at the GS-13 level, your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service.

Examples of minimum qualifying specialized experience equal to the GS-12 level include performing the following types of tasks on a regular and recurring basis:
  • Developing, planning and implementing strategic health communication campaigns using a variety of social media platforms, for both technical and non-technical audiences.
AND
  • Advising leadership on effective communication approaches to formulate organizational strategy targeting health issues using a variety of social media platforms.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Applicants whose resumes clearly demonstrate the required minimum qualifying specialized experience will be evaluated based on the occupational assessment competencies listed below. A competency is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions.

HEALTH COMMUNICATIONS - Knowledge of the practice, methods and techniques of communicating and disseminating health information to influence personal health choices by improving health literacy via written, oral and visual media.

DIGITAL COMMUNICATIONS AND SOCIAL MEDIA - Knowledge of the production, communication and dissemination of information and ideas using digital and social media technologies to inform and educate.

WEB CONTENT AND DIGITAL PUBLICATIONS - Knowledge of the production of textual, or visual content (e.g., text, applications, images, data,) encountered as part of the user experience on websites.
