The Space Telescope Science Institute (STScI) is a multi-mission science operations center for NASA’s flagship observatories. Candidates must be in our local market to be able to report on-site when needed.

The Business Resource Center at STScI is seeking a Manager of Accounting Services to assumes responsibility for the accurate and timely recording of general accounting and financial activities. You will coordinate examinations with regulatory personnel and external consultants.

Your Role & Responsibilities include:

  • Designs, implements, controls and manages all STScI Accounting operations. This includes the direct supervision of general ledger, payroll, accounts receivable and accounts payable.
  • Designs, writes, oversees, implements procedures, and controls all financial reporting and records that will meet all audit requirements of STScI and AURA for public and government audits, and any state and local government reviews as may be applicable.
  • Responsible for all new accounting systems, evaluation, development, implementation, maintenance and administration.
  • Controls and schedules all monthly and year end closings, including the preparation of audit worksheets, financial statements, and oversight and scheduling of audits. Acts as liaison to external auditors.
  • Responsible for the general accounting for outside grants and contracts including invoicing and collection of funds.
  • Develops financial data to support all actual financial reports required by NASA and other government agencies, (i.e., 533M, 272, etc.).
  • Responsible for maintaining stable, functional interfaces between STScI’s primary financial tool (Deltek Costpoint) and other accounting related software (Grants Management System, Ultipro and Deltek Time & Expense). Assures that accounting functions related to each are accurate and robust.
  • Supports Controller in technical aspects of financial management.       

Your Experience, Skills & Qualifications: 

Thorough working knowledge of the concepts, theories, principles and practices of general and cost accounting and the analysis of financial statements.  Working Knowledge of GAAP, FAR, CAS, U.S. Government cost principals, FARS, and DCAA Audit Manual.  Thorough working knowledge and experience in controlling independent and U.S. Government audits.  Working knowledge of mainframe and PC LAN based computer systems, including commonly used PC software for financial applications (e.g., Excel), and Costpoint Accounting System.

Bachelor's Degree in Accounting or related business field with equivalent credentials.  MBA and/or CPA preferred.

Minimum of seven years’ progressive experience in Accounting or Finance position responsible for general ledger and cost accounting, three to four of which were in U.S. Government contract accounting. Experience in the procurement and contract administration desirable.  Prior managerial or mentoring experience is preferred.  Knowledge of Costpoint accounting systems is required.
