The Supervisor of Application Systems (SAS) manages a wide-array of security duties, including analysis of threats, applying system and network controls, and engineering technical solutions based on a thorough understanding of persistent threat tactics and techniques and the organization's infrastructure. The incumbent identifies threats and works to create steps to defend against them, supports senior professionals in vulnerability and penetration tests across all network segments, monitors network traffic for suspicious behavior and configures security systems such as firewalls, antivirus, and intrusion detection system/intrusion prevention system (IDS/IPS) software. The SAS manages the creation of system documentation and review materials submitted by system owners for accuracy and compliance with policy or audit requirements. The incumbent supports general cybersecurity governance activities, such as drafting policy, formulating budgets and collecting data to report on the health of the organization.

Minimum Qualifications:

Graduation from an accredited college or university with a Bachelor's degree in computer science, data processing, information systems, or a similar discipline is required and at least seven (7) years of progressively responsible experience in computer systems/products within assigned area(s) of responsibility including relevant experience in a lead, senior technical advisory, or supervisory role is required.

Or, an equivalent combination of post-high school education and more than seven (7) years of progressively responsible experience in computer systems/products including relevant experience in a lead, senior technical advisory, or supervisory role is required.

Job Summary/Duties:

This is supervisory information systems and data processing work encompassing the

analysis of end-user requirements, the development and implementation of comprehensive systems meeting Authority-wide requirements, the maintenance of existing systems, and most important, the supervision and technical review of work performed by Programmers/Analysts. Supervises professional/technical support staff in MISV and coordinates the efforts of various personnel within other offices involved with application systems within assigned area(s) of responsibility which may include: Operations Support, Logistics Support, Personnel/Payroll, Financial or General and Transportation Support systems. Has considerable latitude for independent supervisory and professional IS/DP judgment. Has some latitude for deployment of resources within approved plans and in response to evolving workload demands, in accord with directives from the Manager of Applications Systems, the Director of MISV, and established goals approved by the General Manager.

Is supervised by the Manager of Applications Systems through a review of completed assignments, review of deliverables produced, and periodic status/progress reports.

Performs Lead Systems Analyst duties as required, as well as the following:

Supervises the assignment of staff in analytical, design, programming, implementation, and maintenance tasks for a broad comprehensive group of application systems in a defined area of responsibility such as Operational Support, Logistics Support, Financial Management, Personnel/Payroll or General Systems.

Manages and coordinates systems development, maintenance, and enhancement projects with end user representatives, other Applications Systems Branch supervisors, MISV Operations, Technical Services, Quality Assurance, Security Administration, and Office Automation staff to ensure proper interface and balanced use of hardware and software resources.

Assists with development of MIS Standards and Procedures (S&P) identifying areas requiring new and/or improved S&Ps; and drafts proposals for improvement. Directly responsible for enforcing compliance with S&Ps within assigned area(s) of responsibility.

Produces studies for all systems life cycle phases and detailed evaluations of technical deliverables produced in each of the phases.

Maintains up-to-date logs of open/closed service request and project work plans which illustrate bi-weekly progress vs. plan. Reports to the MISV Manager of Applications Systems on a timely basis.

Supervises a group of Analysts and Programmers including the timely preparation of performance appraisals, the management of work and training assignments, job related counseling, commendations, and discipline within established Authority and Office contractual, policy and legal guidelines.

Advises the Manager of Applications Systems and the Director of MISV concerning opportunities and problems with applications systems, end-user requirements, computer hardware and software support, and improved methods and approaches.

Works closely with end-user personnel to understand their operations and informational requirements, to suggest ways of helping them to improve performance using automation and information systems, and in understanding and communicating their computer problems to the proper element within MISV following up to ensure resolution in a reasonable fashion.

Serves as project leader on complex systems or technical task forces, which resolve complex technical and applications problems; identifies causes, common elements, and solutions; and correct deficiencies. Task forces are typically composed of MISV and other Office staff and/or contractors.

Researches problems or situations and develops concise and factual reports. Presents findings and recommends solutions to audience varying from technical staff to executives.

Develops technical specifications and task orders for procurement of hardware, software, and services.

Participates as a member of contract selection and evaluation boards, and can act as Contracting Officers Technical Representative (COTR).

Performs related duties as required.
