Minimum Qualifications:

Graduation from an accredited college or university with a Bachelor's degree in a related field. A minimum of five (5) years of progressively responsible experience in human resources or employment law compliance with a minimum of two (2) years previous work in diversity and inclusion. Knowledge of regional governmental bodies, advocacy groups, and community-based organizations that impact WMATA and its Title VI and Title VII goals. Bilingual Spanish skills preferred.

Job Summary/Duties:

This is highly professional workplace diversity and compliance work that is complex and involving the recommendation, development, implementation and management of both internal and external human equity related strategies, partnerships, programs, initiatives and image building for the Authority. Incumbent exercises independent judgment and action. Incumbent routinely handles information that is sensitive and confidential. Incumbent assists in the development and execution of diversity and inclusion (D&I) strategic initiatives across the Authority focusing on efforts to leverage diversity and build an inclusive workplace. The incumbent in this class envisions, implements, monitors, reviews and takes appropriate actions to ensure that goals, policies, and objectives, are carried out in compliance with Affirmative Action/EEO and Title VI regulations.

Affirmative Action - Title VII

Prepares the triennial Affirmative Action Plan (AAP) for women and minorities including personnel movement, workforce analyses, job group analyses, incumbency vs. availability, adverse impact analysis and placement goals. Ensures compliance with Federal Transit Administration (FTA) regulations. Works closely with contractor to produce the required AAP reports. Prepares the narrative plan. Submits plan to FTA for approval and handles any follow-up action. Prepares AAP presentations for all levels of management including executives. Provides periodic reports on Affirmative Action goal attainment, employment statistics, and adverse impact of promotions, hires, transfers, and separations. Identifies and resolves problem areas as it relates to the impact on affirmative action goal accomplishment.

Prepares the annual Affirmative Action Plan for veterans and persons with disabilities ensuring compliance with OFCCP regulations. Throughout the plan year, conducts audits of employment activity, monitors and tracks effectiveness of reasonable accommodations provided to employees, and performs computations and evaluations to measure the effectiveness of recruitment and retention good faith efforts. Performs an annual demographic analysis and review of Metro's workforce to identify protected veterans and individuals with disabilities. Prepares the annual federal reporting for EEO-1, EEO-4 and Vets 100 reports.

Provides training to Talent Acquisition, other Human Resources personnel, and hiring supervisors and managers on Metro's affirmative action plans. Provides guidance and technical support to WMATA management and Talent Acquisition on affirmative action good faith efforts. Identifies actions necessary to assist management in meeting affirmative action goals. Periodically participates on interview panels for underutilized positions.

Works closely with Talent Acquisition through the review and evaluation of outreach and recruitment efforts to determine the effectiveness in identifying and recruiting qualified minorities, women, individuals with disabilities and protected veterans. Partners with Talent Acquisition to identify alternative outreach venues to improve diversification of applicant pools as necessary.

Develops relationships with community and professional organizations as a part of outreach initiatives for Affirmative Action/EEO.

Transportation Equity (Title VI)

Serves as team member on bus and rail studies to ensure public involvement of minority, low-income, and Limited English Proficient (LEP) populations. Provides guidance to project team members on outreach strategies.

Based on relevant demographics, provides guidance to External

Relations and other business operations on the translation of vital documents related to bus and rail studies, public participation meetings, Community Based Organization (CBO) outreach, and bus and rail customer service and safety signage.

Partners with the Planning and External Relations Departments to prepare equity evaluations for major service changes or fare changes for submission to the WMATA Board of Directors and the Federal Transit Administration (FTA). Gathers and analyzes information on quantitative service standards and policies to ensure service design or operations decisions are nondiscriminatory and do not have a disparate impact on minority and low-income patrons.

Provides notification to the public of protection under Title VI. The notification occurs periodically and includes use of posters, brochures, and Take-Ones on Metrobus, rail stations, in MetroAccess transit vehicles, and on Metro's website, as well as mailings to Community Based Organizations (CBOs). Ensures these notices are translated into the top languages in the region as appropriate.

Holds responsibility for the resolution of Title VI complaints filed by Metro's patrons related to race, color, or national origin discrimination. Conducts investigations of formal complaints and determines if there is probable cause. Tracks and records all complaints and looks for trends that may involve a civil rights intervention.

Meets with community resources, governmental representatives, and representatives of professional associations, etc., to create and promote WMATA's Title VI initiatives and programs; researches and networks within the community and with organizations serving minorities, low-income individuals and families, diverse national origins, and limited English proficient persons to ascertain outreach opportunities. Makes presentations and responds to community groups interested in Title VI related initiatives. Nurtures connections with individuals and businesses or organizations that help support organizational goals.

Works with various WMATA departments, takes steps to ensure minority, low income, and LEP persons have meaningful access to WMATA services and activities through public outreach and involvement activities. Enhances the cultural proficiency of written materials produced by WMATA that is intended for LEP audiences. Identifies vital documents for translation and coordinates cost effect translation options.

Provides Title VI/Language Assistance Plan and cultural sensitivity training to front line staff (Metrobus operators, station managers, Metro police, etc.).

Assists with the preparation of the triennial Title VI program update to FTA which includes an updated Language Assistance Plan and Public Participation Plan.

Develops and implements a program for training LEP community leaders on how to use WMATA services and how to obtain language assistance services.

Prepares periodic reports of Title VI accomplishments and goals, as required.

Diversity and Inclusion

Assists in the development and execution of diversity and inclusion (D&I) strategic initiatives across the Authority focusing on efforts to leverage diversity and build an inclusive workplace. These initiatives include but are not limited to: WMATA's annual Diversity & Inclusion Week; coordination and support of employee engagement groups; executing D&I communication plans; developing and posting content for WMATA's D&I website; and serving as a D&I internal consultant to internal (human capital/talent related) Authority-wide and business operation's process and system improvement committees.

Assists in the development of individual, team and leader D&I competencies and behaviors through conducting individual and group assessments, participating in diversity related interventions for individuals and managers, employee and supervisor/manager coaching, and facilitating Diversity Branch sponsored D&I training courses.

Assists in the development of training content and facilitates training to enhance the cultural sensitivity of Metro's workforce and to increase inclusion and acceptance of other cultures in the Metro workforce.

Develops and implements special program studies, surveys, and training related to diversity and inclusion that may include special initiatives such as Occupational Spanish for frontline staff, Religious Accommodations training, American Sign Language training, etc.

Researches and informs management of new or changing employment laws, federal regulations, and recent court decisions related to Affirmative Action and Title VI.

Provides support and advice to members of the Office of Equal Opportunity & Employee Relations in responding to charges filed by regulatory agencies.

Develops and delivers employee, front-line staff, and management training programs for increasing knowledge and skills around Affirmative Action, Diversity and Inclusion, Title VI, ADA, language access, and employment practices.

Conducts benchmarking of Affirmative Action, Title VI, and diversity and inclusion initiatives and practices to identify potential opportunities or to assist with policy development and process improvement.

Public Involvement Programs

Collaborates in the development and implementation of agency federally mandated public involvement programs related to transit planning studies.

Assist in developing public involvement techniques designed to meet the diverse needs of the general public, especially those traditionally underserved by existing transportation systems and facilities - minority, low-income, LEP, and persons with disabilities.

Assists with the planning and coordinating of public meetings, open houses, focus groups, and other special events.

Develops and maintains positive working relationships with community and neighborhood-based organizations, customer groups, private agencies, and other public agencies.

Manages department stakeholder database of organizations that serves protected populations.

Works will involve some evening and weekend work for attendance at public events.
