MINIMUM QUALIFICATIONS

Education
  • A Bachelor's degree in Business Administration, Public Administration, Finance, Economics, or a Program Management discipline field.

Experience
  • Ten (10) years of experience developing strategic action plans, monitoring policy and regulatory compliance, overseeing business process improvements and preparing executive reports and analysis. This must include experience managing and leading staff.
  • Demonstrated experience in developing, managing, and implementing complex, high-profile transformation programs.

Preferred

Education
  • Master's degree in Business Administration or Juris Doctorate is highly preferred

    SUMMARY

    TheDirector, Internal Business Operations (IBOP) Governance and Compliance serves as a member of the leadership team within IBOP and as a business partner with other organizations of WMATA to plan and provide executive direction and oversight for the strategic initiatives across IBOP departments. The Director administers governance and compliance activities to support WMATA's top three priorities: Safety, Reliability, and Fiscal Responsibility. This individual improves economic efficiency, delivering service quality and implementing sustainable business processes aligned with the IBOP's dashboard goals. This incumbent manages Corrective Action Plans (CAP) across the IBOP Organization and drives compliance to minimize risk and exposure and supports a governance structure to demonstrate regulatory stewardship and trustworthiness. The incumbent partners with leaders across the IBOP to solve systemic business problems from concept to the successful launch of short- and long-term solutions based on projections, cost scenarios, and economic assumptions regarding project deliverables within the program management portfolio.

    This role brings thought leadership to solving IBOP's most difficult challenges through a combination of consulting, analytics, technology, internal operations, systems delivery, and transformation while providing oversight to one to three- year budget modeling and forecasts with 10-year projections.

    ESSENTIAL FUNCTIONS
    • Provides structure for 18-36-month horizon aligned with strategic goals and IBOP business performance targets.
    • Interacts with high-level executives throughout IBOP to ensure strategic decisions are made in a collaborative manner that considers WMATA priorities and the trade-offs necessary to fit requirements within constrained resources.
    • Prepares executive reporting for IBOP's management team on the strategic plans and governance across all departments.
    • Leads the consolidation, assessment and reporting on business plan performance and Service Line analyses, including risks and opportunities, as well as recommending actions to identify value creation opportunities that improve business outcomes.
    • Leads and coordinates quarterly benchmarking data submission, conducting benchmark report training and leading teams to work with operation leaders in contributing to accurate department profile mapping, data mapping and statistics reporting.
    • Proactively seeks ways to improve business processes, including evaluation and implementation of operating efficiencies.
    • Manages and supports IBOP continuous improvement activities and initiatives by supporting the work of Project and Portfolio managers. Ensures innovation, timeliness and IBOP's successful implementation of initiatives.
    • Ensure IBOP operational departments are following policies and regulations (enforcement)
    • Participates in the development of strategic goals, methods and action plans that include measurable objectives, fixed responsibilities and established timelines. Monitors, evaluates and recommends changes in the plan when appropriate.
