Duties

  • You will perform or advise on work in any of the phases or systems of budget administration primarily for the Midshipmen Food Service Division and secondarily the Commandant.
  • You will develop accounting policies, methods, and procedures related to all accounting functions; budget; administrative and operational management to meet the goals and objectives in support of the overall mission
  • You will be the admin representative for the Accounting software which includes regular communication with the IT department for matters related to system updates, system accessibility, users and sensitive information.
  • You will provide technical advice, analyze financial data (e.g. cost estimates, obligations, and expenditures) , interpret budget / expenditures policies and provide advice on effective methods for use of funds to support organizational plans.
  • You will ensure funding documents are prepared timely and provide updates of unforeseen requirements needing authority to purchase using those funds.
  • You will solve problems related to the work supervised, management of administrative, operational and financial management functions within the office.

  • This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.


Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Compiling and completing financial analyses information to prepare entries for accounts and resolve accounting/budget discrepancies; 2) Interpreting and preparing financial reports and statements to build financial forecast and advise leadership of status; 3) Utilizing purchasing and accounting software (e.g., Quickbooks, CBORD) to reconcile accounts; and 4) Controlling and reporting of obligations and expenditures as it relates to allocation of funds.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

In lieu of specialized experience, the following education may be substituted to meet the minimum qualifications requirement:

Successful completion of a Ph D or equivalent doctoral degree
OR
Successful completion of three full years of progressively higher level graduate education leading to a doctoral degree
OR
Possession of an LL.M.
OR
A combination of experience and graduate education as described above that equates to one year of experience
