Duties

Duties include but are not limited to the following:
  • Reports to the Chair of the NWTRB and maintains close contact with the other members of the Board. Provides input to the Chair and the Board members in the areas of policy making, resource management, and planning the technical activities of the Board.
  • Liaises with Department of Energy (DOE) officials in the Secretary's office and other offices that have responsibilities related to the management and disposal of SNF and HLW; members of Congress, their staffs, and sub-committee staffs; the Nuclear Regulatory Commission (NRC); the Office of Management and Budget(OMB); and other external stakeholders.
  • Manages the Board's technical activities, including reviews of DOE activities, planning and management of Board meetings and fact-finding trips, and preparation of Board reports and correspondence.
  • Prepares and submits the Board's annual budget, implementation of the Board's strategic plan, and completion of all other administrative functions.
  • Manages the activities of the Board's staff, which operates with a high degree of independence in a collaborative work environment.

  • U.S. Citizenship required.
  • Unless the selectee is already a member of the SES with career status or has successfully completed an SES Candidate Development Program certified by OPM, executive qualifications must be approved by OPM before the appointment can be effected.
  • If you are selected, you will be responsible for working with an OPM Executive Consultant to finalize your ECQ narrative for OPM submission.
  • Must complete a background investigation.
  • Must obtain and maintain a Top Secret clearance.
  • Must file a Public Financial Disclosure Report (OGE 278) in accordance with the Ethics in Government Act of 1978.
  • Appointment is contingent upon compliance with Homeland Security Presidential Directive (HSPD-12) governing personal identity
  • A one year trial/probationary period may be required.
  • Time-in-Grade: Current or former Federal employees applying under merit promotion considerations must meet applicable time-in-grade requirements for consideration.
  • Must meet Selective Service Registration Act requirement for males


Qualifications

Minimum Qualifications:

Must possess at least one year of specialized experience at the GS-15 grade level or equivalent experience in the private or public sector performing the following duties:
  • Experience effectively leading and managing interdisciplinary teams of engineers and scientists;
  • Technical knowledge of and experience in a relevant field of engineering or science, preferably including experience in one or more of the following activities: research and development, facility design, operations;
  • Interpreting technical and policy issues related to the management and disposal of spent nuclear fuel and high-level waste;
  • Familiarity with activities in other countries that are planning or implementing programs for the management and disposal of spent nuclear waste and high-level waste; and
  • Maintaining a collaborative and productive work environment between management and board members

    Business Acumen : Ability to independently and objectively evaluate DOE activities related to the management of nuclear fuel and high-level waste, to think strategically, and to understand the technical and non-technical implications of the Board's activities and its conclusions and recommendations for DOE specifically and for the management of nuclear waste in general.

    Education

    There is no substitution of education for experience at the grade level of this announcement.

    • Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
    Physical Demands: The work is mostly sedentary requiring lengthy periods of review, research, and concentration. Physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

    Working Conditions: Work is generally performed in an office environment. Travel will be required to attend conferences, trade shows, meetings, and site visits.
