Duties

• Provide nursing care adhering to established policies and procedures.
• Ensures medical/nursing documentation and activities for admission, during treatment, and discharge are completed, including coordinating medical appointments.
• Develops Nursing policies and procedures.
• Participates in quality improvement activities for nursing.
• Participates in meeting accreditation standards. Serves on planning committees.
• Supervision of staff including performance evaluation, training needs, providing direction and work assignments.
• Provide direct services for patients, eligible individuals, non-beneficiaries, where applicable, and employees to include but not limited to vaccinations and testing for flu and COVID-19 in community centers, mobile health units, home visits, and other locations outside the service unit, when necessary.

Background Investigation: If you are selected for this vacancy, you must undergo a pre-employment fingerprint check and background investigation. Fingerprint results and background investigation documentation must be cleared prior to hire. Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

BASIC REQUIREMENT(S):
Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education (external link) , Council on Accreditation of Nurse Anesthesia Educational Programs (external link) , Accreditation Commission for Midwifery Education (external link) , or an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained.
Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools (external link) is required for individuals who graduated from foreign nursing schools.

Licensure: For all grade levels and positions, applicants must have passed the National Council Licensure Examination (external link) . In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.

GS-11: One year of specialized experience equivalent to at least the GS-9 grade level AND possession of a diploma, associate degree, bachelor's degree, or master's degree from a professional nursing educational program OR Successful completion of a PhD or equivalent doctoral degree from a professional nursing educational program or related medical science field.

GS-11 Specialized Experience: Must demonstrate clinical supervisory experience including oversight of supervisory nursing staff and subordinates. Experience in providing direction, leadership, guidance, professionalism, supervision, and evaluation to clinical nursing staff. Experience with the hospital Performance Improvement Coordinator to assure compliance with The Joint Commission (TJC) Standards and Accreditation Association for Ambulatory Health Care (AAAHC) accreditation. Experience in Evidence-Based Practices through maintaining knowledge of current trends and interventions of all aspects of nursing care. Experience of a wide range of nursing concepts, principles, and practices to perform highly specialized nursing assignments of advanced nature and considerable difficulty.

Additional information

Per IHS policy ( SGM 21-04 ) and E.O. 14043 , IHS selectees must be fully vaccinated for COVID-19 before entry on duty or have IHS approve a medical or religious exemption. If an exemption is approved then wearing a face mask is required. Regular testing for COVID-19 will be required for staff located in federally operated hospitals, health centers, and clinics. Your Human Resources Specialist will provide a list of documents acceptable as vaccination proof and instructions for submitting a request for a legally required exception, if needed.

Due to COVID-19, the agency is currently in a maximum telework posture. If selected, you may be expected to telework upon your appointment. As employees are permitted to return to the office, you may be required to report to the duty station listed on this announcement within 30 calendar days of receiving notice to do so, even if your home/temporary telework site is located outside the local commuting area. Your position may be eligible for workplace flexibilities which may include remote work or telework options, and/or flexible work scheduling. Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave.

This position is NOT covered by a Bargaining Unit.
