Job Announcement

Works u nder the direction of the Deputy Sheriff Major serving as Division Commander of Support Services, leads the integrated health care, behavioral health care services, and related human services programming for individuals in the custody of the Sheriff's Office. Ensures a coordinated health care system by identifying and eliminating any barriers to inmates receiving medical, dental, substance use disorder treatment, and services for people with mental illness. Assures that health services provided to inmates in the Adult Detention Center (ADC) and Alternative Incarceration Branch (AIB) are organized, adequate and efficient. Oversees the Adult Detention Center Medical Section and all contracts related to the provision of inmate health care. Responsible for supervision of the Correctional Health Services Administrator and Behavioral Health Manager and others as assigned. Collaborates with the Fairfax-Falls Church Community Services Board (CSB) leaders to ensure that services for people with mental illness and/or substance use disorder are provided in accordance with Sheriff's Office and CSB MOU. Oversight of the Medication Assisted Treatment (MAT) program in the ADC and leads effort to support successful community linkages and continued treatment post-release. Oversight of evidence-based reentry initiatives and other recovery-focused services. Oversight of the STAR (Striving to Achieve Recovery) program. Includes setting policy, managing program evaluation, and reviews applicants for the program and determines acceptance into the program pending security review. Liaison for CSB ADC-based staff and managers regarding operations pertaining to behavioral health. Communicates with family members of inmate regarding medical treatment and issues of their loved ones. Represents the Sheriff's Office as needed in the community and within Fairfax County government.

The assigned functional areas of this position are Correctional Health, Health and Human Services, P ublic Safety, and Behavioral Health.

Note: Effective July 2, 2022, compensation plans will be increased by 4.01% (market rate adjustment).

Illustrative Duties

  • Directs and manages long-term, large-scale, high-priority, sensitive programs/projects that are multi-disciplinary and involve multiple agencies;
  • Manages a group of professionals engaged in diverse administrative and management support activities;
  • Establishes and implements program policies, develop and manages the budget for designated programs;
  • Ensures County programs reach the intended populations and targeted benefactors;
  • Directs research and evaluation of trends in applicable areas of responsibility;
  • Develops long- and short-term goals, objectives and solutions for division;
  • Interfaces with central County staff departments (such as DMB, DHR, Finance, Purchasing and Supply Management) for seamless collaboration;
  • Provides consultation on strategic planning, organizational development and redesign projects;
  • Prepares for and presents to County Board of Supervisors (or Committee) regarding areas of expertise and responsibility.

  • Ability to manage professional and paraprofessional employees including coaching, counseling, training, and evaluation.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for " A ny combination, experience, and training equivalent to") Graduation from an accredited four-year college or university with a bachelor's degree in fields related to the assigned functional areas; PLUS, Five years of professional work experience within more than one of the assigned functional areas.

CERTIFICATION AND LICENSES REQUIRED:
  • Experience with services for justice-involved individuals.
  • Licensed clinician (examples: RN, LPC, LCSW or related clinical field) or ability to become licensed within 24 months of employment.
  • Substance Abuse Treatment Practitioner
  • Professional Counselor (VA)

NECESSARY SPECIAL REQUIREMENTS:
All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs may be subject to a weekly testing requirement. The appointee to this position will be required to complete a criminal background check, credit check, polygraph exam, and psychological exam to the satisfaction of the employer.

PHYSICAL REQUIREMENTS:
Ability to input, access, and retrieve information from a computer Visual acuity to review detailed drawings, plans and documents. Ability to navigate jail setting with multiple levels for hours at a time. All duties may be performed with or without reasonable accommodations.
