In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

Specialized Experience: One year of specialized experience which includes supervising and directing subordinate supervisors on daily operations; managing the development of plans and programs required for budget, resource management, training and logistics, and experience resolving employee complaints, grievances or disciplinary actions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-13).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Information regarding Command Executive Officer position:
Advise the Commanding General on policy matters relative to Army Reserve programs and specific missions of the geographic Command. Supervising the daily operations of the command through subordinate civilian supervisors and military leaders. Develops plans to improve overall program operations by correcting deficiencies. Establish operational guidelines to implement procedures that improve operating effectiveness. Evaluate the progress of critical programs and projects to ensure objectives are being met. Implement internal procedures to increase the overall effectiveness and efficiency of programs, and recommended resources to support program requirements. Provide comprehensive advice and guidance to the staff. Align human resources decisions with the agency's strategic workforce plan. Analyze workforce trends to identify imbalances, shortages, and future requirements. Develop a strategic staffing plan to meet future workforce needs. Guide senior managers on the execution of strategic human resources plans. Advise agency leaders on human capital solutions that align recruitment decisions with the agency's strategic workforce plan. Communicate policies to higher level audiences which impact program and project development. Establish program objectives that can be measured for completion. Review programs/projects to ensure directions and schedules are accomplished in a timely manner. Draft guidance and direction regarding program management. Participate in meetings with relevant points of contact (i.e., internal staff and representatives from staff agencies and industry) to determine program status. Monitor contracts and funding allocations. Approve expenditures, resource allocations, and oversee programs and budgets. Represents the command at various levels, maintaining liaison with other RDs, USARC, Office of the Chief, Army Reserve (OCAR), installations, active component organizations, and State Adjutant Generals to ensure equipment maintenance and other logistical support by these activities has been properly arranged.

  • One year supervisory probationary period may be required.
  • This position offers a $20,000 recruitment incentive bonus to individuals
    who are newly appointed. This bonus requires a 4-year service obligation with a written
    service agreement. You are considered newly appointed if this is your first
    appointment as a Federal Government civilian employee or if you have a
    minimum of a 90 day break in service from a previous Federal civilian
    position. You may qualify with a break in service of less than 90 days only
    if your previous Federal civilian appointment was a time-limited or NOT a
    permanent appointment. You may elect the recruitment incentive bonus to be
    paid in a lump sum payment or to be paid in four payments
    of $5,000. The lump sum or the first payment will be submitted the first
    full pay period after enter on duty, the second payment at your first year anniversary, the third payment at your second
    year anniversary, and the fourth payment at your third year anniversary.
    If you fail to serve the entire 4-year period, you may be subject to repay
    the agency recruitment incentive bonus.
