Job Announcement

Under the general direction of the Associate Director of Policy, provides policy analysis, program development and benchmarking. Applies social science research methods and data journalism to identify trends and communicate directly and effectively with other staff about housing data. Manages and supports a variety of HCD cross-agency and agency-wide initiatives related to federal and local housing programs. Analyzes programmatic practices and procedures and develops and implements recommendations for operational, policy and procedural improvements; oversees and conducts needs analyses, feasibility studies and evaluations for assigned programs. Fosters cooperative working relationships among HCD Divisions and between HCD and other county agencies and acts as liaison with various community, public and regulatory agencies. Supports the Fairfax County Redevelopment and Housing Authority through meeting preparation and communications; Experience documenting and implementing policies and procedures; gathering and analyzing data to recommend new processes and changes to existing policies using solid industry or best practice justification; analyzing, evaluating and reporting program and agency performance; researching, interpreting, analyzing, and reporting local, state and federal legislation; and performs related work as assigned.

Salary offer will not exceed $92,543.15 (midpoint of the range)

  • Independently designs, develops, and coordinates ongoing department programs and special projects;
  • Performs a wide range of professional-level management work for more than one broad administrative function including complex analysis and diverse project management in a lead capacity;
  • Plans and conducts or oversees studies or research activities to ensure program quality, determine unmet needs or ensure efficacy of existing programs;
  • Provides guidance, recommendations, and advice to departmental managers;
  • Serves on committees, task forces, and management teams to evaluate the effectiveness and efficiency of existing management/administrative systems;
  • Writes, edits, and finalizes reports and presentations and presents findings and recommendations to department senior managers.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in field related to the assigned functional area; plus four years of professional work experience with in the functional area.

PREFERRED QUALIFICATIONS:
  • Proven experience analyzing federal, state, and local policies, interpreting the impact of policies, and proposing suggestions to improve the effect of existing policies.
  • Proven experience applying qualitative, quantitative, and analytical skills on the job.
  • Proven experience identifying trends within data; drawing insight and interpreting data; and clearly communicating findings.
  • Excellent verbal and written communication skills.
  • Demonstrated ability to write detailed, accurate reports and policy briefs
  • Ability to use spreadsheets and statistical analysis software packages to store, manipulate, analyze, and present data.
  • Knowledge of affordable housing policies, programs, and best practices.
  • Excel, PowerPoint, Word, Power BI experience.

NECESSARY SPECIAL REQUIREMENTS:

The appointee to the position must satisfactorily complete a criminal background check and credit check.

PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature, however, job may entail walking, standing, sitting, reaching and bending etc. Visual acuity is required to read data on a computer monitor. Incumbent must be able to operate keyboard driven equipment and computer. Ability to communicate with others verbally and in writing. Employee may be required to lift up to 15 lbs. All duties performed with or without reasonable accommodations.
