Job Announcement

Under the supervision of the Laboratory Director, the incumbent has administrative responsibility for scientific and clinical management of the Laboratory Information System (LIS) and other FCHD Laboratory information systems, including training, regulatory compliance, support and training, troubleshooting operational issues, and business contingency planning. In collaboration with the Health Department Information Technology (IT) and Fairfax County Division of Information Technology (DIT), serves as the Lab SME to recommend and coordinate laboratory requirements and assist with the planning, implementation, and assurance of safe and secure transmission of lab data to both internal and external laboratory partners following all federal, state, and county policies and procedures.

Responsibilities include ensuring compliance with laboratory regulatory standards, secure interfacing with laboratory instrumentation, and communication with external partners. The LIS Manager assists the Laboratory Director and directs staff in projects requiring the use of information technology, including the LIS, to meet the goals and objectives of the laboratory. In addition, this position is responsible for training users and assuring the necessary functions of ordering and reporting laboratory test results necessary for quality laboratory operations.
Works cohesively with agency partners to improve communications and emergency management and response practices. Serves as a health department emergency responder as required.

Performs a wide-range of professional work in multiple administration functions within an organizational unit including analysis and project management;
May supervise administrative and paraprofessional staff;
Performs a variety of technical and professional work related to monitoring and reporting on departmental business processes, activities, and outcomes;
Plans, develops, and implements comprehensive communication and education plans on programs and services for both county agencies and community organizations;
Assists with developing and conducting special studies and research initiatives, by designing survey instruments, gathering data and information from department staff, developing data analysis tools, conducting statistical analyses, initiating literature reviews, etc.;
Conducts analysis and reporting of quantitative and qualitative data in order to track and monitor various business process indicators;
Serves as the point-person and liaison within the department and with central county
departments regarding a designated program and functional areas of responsibility;
Prepares reports and presentations of analysis and findings.

Ability to use word processing and presentation software to prepare documents, and to use spreadsheet and statistical analysis software packages to store, manipulate, analyze and present data;
Ability to train, lead, and/or supervise paraprofessional staff.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from an accredited four-year college or university with a bachelor's degree in the field related to the assigned functional area; plus two years of professional work experience within the functional area.

CERTIFICATES AND LICENSES REQUIRED:
  • Valid driver's license.
  • CPR required within 60 days of hire.
  • AED required within 60 days of hire.


NECESSARY SPECIAL REQUIREMENTS:

The appointee to this position will be required to complete a criminal background check, a check of the Child Protective Services Registry, and a driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
Strong background of laboratory processes and knowledge working with Laboratory Information Systems (LIS), and other lab IT solutions or equipment to include electronic reporting, instrument interfacing, and developing solutions to meet specific business process workflows. Must possess the ability to establish and maintain effective working relationships with diverse groups while working independently and in a collaborative team environment. Ability to respond effectively to sensitive inquiries or complaints from both internal and external clients. Candidates should possess strong oral and written communication skills; must be results driven, detail oriented, and must possess excellent customer service skills with the ability to interact in a friendly, service oriented and professional manner with internal and external clients. Experience and knowledge of health and human services, public health laboratories, and/or public health policies and procedures are desirable.

PHYSICAL REQUIREMENTS:

While performing the duties of this position, the employee is regularly required to sit, talk, see, and hear. Job is generally sedentary in nature, however, job entails walking, sitting, standing, climbing stairs, reaching, and bending; uses hands to grasp, handle, or feel. Visual acuity is required to read data on computer monitor and laboratory equipment. The incumbent must be able to operate keyboard driven equipment. Ability to communicate with others verbally and in writing. Ability to drive a motor vehicle. Employee may be required to lift up to 25 lbs. occasionally. Must possess manual dexterity sufficient to work with small instruments and delicate laboratory equipment. All duties performed with or without reasonable accommodations.
